Job Purpose:
Manages the daily Administrative operations of the Central Traffic Court to ensure consistent, up-to-date compliance with current policies and procedures. Performs responsible administrative and technical work, including personnel management, daily and monthly financial responsibilities and the maintenance of accurate court records.
Essential Duties and Responsibilities:
-Oversees the daily operations of court proceedings to include managing staff, case files, dockets, finances and court records of Central Traffic Court. Assists attorneys, defendants, victims, court personnel, law enforcement and others in the courtroom with necessary paperwork as required for the court. Computes information into the Case Management System. Manages and assigns court rooms; assists Judges with courtroom proceedings; coordinates and schedules court operations with law enforcement, attorneys, defendants, victims and other personnel.
-Reviews criminal conviction reports and information sent to South Carolina State Law Enforcement Division; reviews pending case reports to ensure that all cases are disposed in a timely manner; prepares and sign discharges to release defendants from jail. Manages confidential and secured information and paperwork such as expungement of case files and secured victim data.
-Follows the Chief Justice Financial Accountability Order for all financial documents. Calculates and disburses refunds to case parties and other court offices; follows proper procedure for submitting unclaimed funds to the South Carolina State Treasurer.
-Oversees the collection and recording of revenue for the Central Traffic Court; monitors the receiving, receipting and recording of fees, fines and other payments; reviews the daily bank deposit as prepared by staff; inputs financial information into the Case Management System and generates monthly reports to include revenue forms, disbursement reports, open items, and daily deposit reports. Reconciles all accounts to ensure that the bank records match the records in the Case Management System and the monthly check register; prepares the monthly balancing sheets and submits documents along with funds to the County Treasurer to be disbursed.
-Interacts and communicates effectively with Magistrates, Administrators, Magistrate Court Assistants and the public. Supervises staff to ensure all records are accurate and assist them with their daily duties as necessary; assists in addressing employee concerns and discipline; assists in the selection process of new employees; plans, develops and implements training programs and procedures with staff; reviews and approves time off requests; schedules staff work stations and assignments; evaluates employees.
-Attend meetings, training and conferences to enhance job knowledge and skills.
Minimum Education:
Associates degree, with 1 to 3 years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
