JOB TYPE: PERMANENT, eligible register will also be used to fill TEMPORARY positions.

DEFINITION:
Serves as a working lead person of a crew clearing weeds, brush, and combustible debris from property in fire hazard areas.

CLASSIFICATION STANDARDS:
Positions allocable to this class report to a higher-level supervisor and are distinguished by their responsibility for leading a crew or crews engaged in weed and debris clearance, the preparation of work reports, and coordination with property owners prior to, or during, clearance work. This responsibility includes inspecting property, both before and after clearing, ensuring clearance operations are necessary, properly coordinated, and completed, maintaining, and ensuring the proper use of all equipment and tools used in the clearing operations, and ensuring that all safety procedures and regulations are followed. Positions in this class receive instruction in and are expected to learn, comply with, and ensure safe operating practices and procedures, departmental safety regulations, CAL-OSHA regulations, and Material Safety Data Sheet (MSDS) guidelines.
  • Leads a crew of workers by providing direction to crew members, monitoring and coordinating the crew members’ work, and tracking crew and equipment hours in order to ensure they efficiently and effectively clear properties of grass, weeds, brush, rubbish, and other combustible materials.
  • Provides on-the-job training to work crew members by identifying where training is needed, developing a plan to meet the training need, monitoring the progress of the trainee, and providing feedback on training performance  in order to ensure all work crew members are competent to perform the work safely and effectively.
  • Oversees weed, brush, and rubbish clearing operations performed by vendors by coordinating their work activities and evaluating their performance (e.g., the work completed, photographs) in order to ensure that the work they perform on behalf of the County of Los Angeles conforms to agreed upon contract standards and requirements.
  • Promotes established safety practices and procedures by setting a personal example and communicating departmental rules and procedures and other safety regulations (e.g., Cal-OSHA) to crew members in order to ensure a safe work environment and compliance with relevant laws and regulations.
  • Inspects properties  by walking the site and gathering information about the site from maps and other resources, and identifying hazards  in order to determine the extent of the work to be done, to prevent damage and injuries, the resources needed to perform the work, and to ensure the accuracy of cost estimates.
  • Estimates costs associated with clearing weeds, brush, and rubbish from properties by identifying the type of work to be performed, determining size of the area to be cleared, and determining the materials and other resources required in order to ensure adequate funding for the work to be performed.
  • Transports tools, materials, and work crew members to work sites using a County vehicle (truck or van up to 10,000 lbs.)  by locating the site on a map, driving to the site while obeying all traffic laws, and parking the County vehicle in an authorized and safe location in order to ensure all required tools, materials, and personnel are available at the site to perform the work required.
  • Performs and oversees the maintenance of hand and power tools and heavy and specialty equipment (e.g., compactors, chippers) used in weed, brush, and combustible materials abatement by cleaning, lubricating, sharpening, conducting minor repair work, etc. in order to ensure the effective and safe operation of tools and materials.
  • Performs weed, brush, and combustible materials abatement tasks by using hand and power tools in order to clear properties and demonstrate proper weed, brush, and combustible materials abatement methods to subordinate work crew members.
  • Communicates orally with supervisor, work crew members, property owners, vendors, other agencies, etc.  by using a two-way radio, the telephone, or speaking in-person  in order to clarify the requirements for the work to be performed, discuss logistical and other issues related to the work being performed, learn about or share information about problems encountered during the performance of the work, etc.
  • Prepares written reports (e.g., daily diaries, weekly reports, monthly reports, etc.)  by hand, a personal computer, an iPad, a camera, and word processing software in order to document all work performed, required photographs, hours worked by self and crew members, and costs involved in completing the work, etc.
SELECTION REQUIREMENTS:

OPTION I: One year of, full-time outdoor work experience in the eradication and control of weeds, brush, or other vegetation.

OPTION II: One year of, full-time outdoor work experience in a lead capacity over manual laborers performing eradication and control of weeds, brush, or other vegetation.

LICENSE:
A valid California Class C Drivers License.

Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

Out-of-state applicants will be required to obtain a California Class C Drivers License prior to appointment. 

PHYSICAL CLASS IV - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground or irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

DESIRABLE QUALIFICATIONS: 
Additional points will be awarded for additional experience beyond the requirements.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ration, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.EXAMINATION CONTENT:
This examination will consist of an Evaluation of Experience and Desirable Qualifications based on the application information weighted 100%.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THIS EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing score in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of eligibility. Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.  No person may compete for this examination more than once in a twelve (12) month period.
