DESCRIPTION

Under the administrative and technical supervision of the Director and the Deputy Director, the Community Development Supervisor is responsible for:

  • Leading the comprehensive planning programs of the Lycoming County Planning Commission.
  • Implement County community development initiatives and policies.
  • Conduct assigned studies, data system development and maintenance, and special projects including gathering of data, preparation of analyses, evaluations, and recommendations; with an understanding of physical, social, economic, and environmental relationships.
  • Provide technical support requiring general knowledge of principles, methods and best professional practice of community development planning and municipal government.
  • Use assigned resources to meet the community development needs of the County.
  • Source new grant opportunities for planning initiatives.
  • Provide planning direction and guidance to PCD planners.
  • Organize and lead project focused Integrated Planning Teams within the Department.
  • Administer the Community Assistance Program for local communities and non-profits.
  • Lead long term planning initiatives such as comprehensive planning.
  • Coordinate Act 14 reviews.

SPECIFIC DUTIES

  • Responsible for monitoring implementation of Comprehensive Plans and updates as needed.
  • Assist with community development planning and initiatives, data system development/computerization and project implementation.
  • Secure grant funding for infrastructure and community development projects.
  • Interface with and facilitate coordination between the County and other community development organizations, agencies and communities.
  • Coordinate with public and private sector officials in developing functional and project-specific partnerships or geographic community alliances.
  • Advocate policy and definitive recommendations in the County Comprehensive Plan and on-going programs to further the economic well-being of the County.
  • Research and generate an information base to provide justification to appropriate public and private ventures to help determine the viability of their projects, to justify proper funding to promote the County’s growth, and to serve as a competent data source for other planning work.
  • Identify and research the project needs, secure local agency/municipal input, design a project ranking system, and compile the annual County Economic Development Capital Investment Plan and revisions as needed.
  • Maintain a general knowledge of land use issues and current County and local regulatory controls pertaining to subdivision and land development, zoning, floodplain, storm water and sewage to fulfill County, municipal and community development needs.
  • Conduct field visits and perform other information gathering duties to investigate or determine community development opportunities.
  • Provide specialized technical assistance to other staff elements, County agencies, and local governments to facilitate community development and other unrelated functions which require specialized community development knowledge and skills.
  • Analyze, evaluate and recommend policy to the Director for County Planning Commission, County Commissioners, and local government positions on regional, state, and federal issues.
  • Attend public meetings of municipalities and agencies to answer questions, coordinate on projects, and promote community development programs, plans and policies.
  • Serve on County Disaster Recovery Team.
  • Administrate the Community Development Assistance Program to help local municipalities develop, implement, and complete all aspects of community development projects. Work with local municipalities to develop their own capacity to orchestrate community development projects.
  • Coordinate the Greater Williamsport Alliance and all projects related to it.
  • Administrate the County’s yearly CDBG allocation with technical assistance from SEDA COG.
  • Oversite of the County’s yearly PHARE grant program
  • Orchestrate all projects developed under the Growing Greener II County Environmental Initiative Funding.
  • Represent Lycoming County on the Lumber Heritage Region Board and assist with projects to further the mission of the Lumber Heritage Region.
  • Represent Lycoming County on the Our Towns Board and Main Street Evaluation Team.
  • Develop and coordinate affordable housing initiatives and projects.
  • Develop viable projects with funding from grants as they become available.
  • Write and submit award applications for County initiatives as they become available.
  • Take on planning activities under the County Planning Commission as needed.
  • Assists in coordination of the County Community Action Plan (CAP)
  • Member of PCD Management Team.
  • Perform other duties as may be needed.

SUPERVISORY RESPONSIBILITIES

Direct functional supervision and technical guidance of support staff assigned, including clerical staff and interns. Administer and lead Integrated Planning Teams within PCD. Supervise Natural Resources, Hazard Reduction, and Community & Economic Development Planners.

WORKING CONDITIONS

Normal office conditions plus travel, night meetings and occasional fieldwork in areas with natural hazards and during weather extremes; subject to County Human Resources Policy.

JOB REQUIREMENTS

  • Bachelor’s degree in planning, public administration, geography, urban studies, business administration or other field closely related to the position, with three (3) years related experience.
  • Ability to acquire AICP within two years of hire.
  • One (1) year of supervisory experience is preferred.
  • Training, education, and experience in municipal government, real estate, and community planning.
  • Knowledge of demographics and the use of US Census online.
  • Knowledge of CDBG Programs, housing, recreation, natural resources, storm water and land use planning along with related law and practices.
  • Ability to communicate complex technical and regulatory matters effectively and courteously with regulated or uniformed parties; plus public speaking and written skills required, and ability to effectively use graphics.
  • Proficiency with computer systems (preferably current Windows and GIS software) and working familiarity with related office equipment is essential.
  • Current valid Pennsylvania driver’s license and personal vehicle needed for work-related use.
  • Must submit to and pass a drug screening and background check per County policy.
