ABOUT THE DEPARTMENT: 

The Board appoints a County Executive to provide for the efficient administration of the County in accordance with Board policies and applicable laws, recommend and manage the County operating and capital improvement budgets, coordinate the work of County departments, and represent the County in intergovernmental relationships. The Office of the County Executive (OCE) works to resolve interdepartmental issues and oversee the overall effective administration of county government including budgeting, human resources, and IT.

The Assistant to the County Executive is an exceptional opportunity to assume a pivotal, highly visible role and make an important contribution to local government. Acting as a liaison and representative for the Office of the County Executive, they will interact with all county departments, department heads, public officials, and members of the public. This position provides a variety of professional level administrative and project support to the County Executive, including:

  • Heavy calendar management, and tracking of priorities and deadlines, 
  • Producing complex documents, reports, and presentations including information and materials for a variety of meetings. 
  • Conducting analytical studies related to county-wide and departmental administrative and operational activities which may involve researching, collecting and analyzing data, making recommendations and implementing solutions.
  • Planning and organizing events such as meetings, conferences, trainings, and speaking engagements.
  • Performing office HR and accounting functions such as processing payroll and personnel actions, accounts payable, receivables and expenses; supporting department recruitment efforts; and performing on- and off-boarding of employees.

The Assistant to the County Executive also takes an active role in performance management, coaching and development of a small team of administrative staff.

This position works onsite at the County of Marin’s historic, Frank Lloyd Wright designed Civic Center.

They excel at building strong relationships, effectively influencing others at all levels, and working collaboratively across internal teams and external stakeholders.  The ideal candidate works with a high degree of organization and demonstrates initiative in proactively anticipating tasks that help the County Executive and the department. Strong proficiency with the Microsoft Office suite, the ability to adapt readily to new technology and an interest in identifying opportunities for innovation are key to being successful in this role. Additionally, the ideal candidate communicates in a courteous, clear, and thoughtful manner both orally and in writing. Experience in and an understanding of the operations and policies, of local government is highly desirable. 

KNOWLEDGE OF

  • Organization, function and administrative structure of public agencies, including the role of an elected Board of Supervisors and appointed boards and commissions.
  • Project and program management, analytical processes and report preparation techniques.
  • Principles, practices and procedures of basic accounting and automated financial record keeping.
  • Business English including spelling, grammar and punctuation.
  • Standard office practices and procedures including records management, business correspondence and office administrative and coordination techniques.
  • Standard office applications including word processing, spreadsheet software and database systems.

ABILITY TO

  • Provide varied, complex, responsible and often confidential office administrative assistance to the County Executive and associated administrative and professional staff. 
  • Deal effectively with top management and administrators from a wide variety of public and private organizations and with the public. 
  • Recognize and resolve problems of a sensitive political nature, analyze situations, select alternatives, recognize consequences of proposed actions, negotiate mutually satisfactory solutions to problems and implement recommendations. 
  • Plan and carry out various analytical studies.
  • Interpret, apply and explain departmental and County rules, regulations, ordinances, policies and procedures. 
  • Direct, train, supervise, review and evaluate the work of an office support staff. 
  • Research, compile and summarize a variety of informational material; prepare clear and effective reports, correspondence and other materials. 
  • Prepare and monitor contracts, agreements and budget accounts. 
  • Communicate effectively both verbally and in writing. 
  • Establish and maintain effective working relationships with those contacted in the course of the work.

MINIMUM QUALIFICATIONS

Any combination of education, training and experience that would provide the knowledge and skills required. A typical way to qualify is college coursework in business administration, accounting, economics, public administration or a related field and three years of increasingly responsible office administrative experience that included supporting an executive and performing professional level duties such as analysis, research, budget management and preparing reports and recommendations. Lead experience is highly desirable.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
