About the Role
We are seeking a seasoned Chief Medical Executive to serve as the chief legal counsel for the Board of Ethics (BOE). In this critical position, you will oversee the administration and enforcement of the County of Maui Charter Article 10, Code of Ethics, ensuring that county government officials and employees adhere to the highest standards of ethics. Your expertise will be instrumental in guiding the BOE's programs and activities, promoting transparency and accountability throughout the organization.
Main Responsibilities
• Prescribe ethics laws for county government officials and employees, and registration and reporting requirements for lobbyists and organizations engaging in lobbying activities at the county level.
• Coordinate monthly board meetings, direct the administration and management of the BOE's office and staff, and provide overall leadership in guiding all aspects of the BOE's programs and activities.
• Research and prepare legal documents for the BOE, representing the BOE in legal proceedings involving the BOE.
• Respond to inquiries and issue legal advice to county government officials and employees, lobbyists, and organizations represented by lobbyists.
• Develop and conduct education workshops and presentations on ethics training for county government officials, and maintain professional relations with state, local, and federal agencies, as well as local and national organizations.
Requirements
• Juris Doctor degree from an American Bar Association accredited law school.
• Strong knowledge of administrative law, administrative procedure, including rule-making and contested case procedures, open meetings and public records laws, and court procedures and litigation generally.
• Excellent communication and interpersonal skills, with the ability to manage and protect confidential information.
• Proficiency in software such as MS Office, SharePoint, and Dropbox.
Working Conditions
