Safety Specialist I (SR-20)

Assists in conducting industrial safety educational and informational programs or plans, coordinates and executes such programs at the division level; inspects work projects, operations and equipment for compliance with State laws and accepted standards regarding the safety and health of workers; and performs other related duties as required.
 
Distinguishing Characteristics:
 
This class is distinguished from the Safety Specialist II in that the Safety Specialist I assists in conducting industrial safety educational, informational and inspectional programs or plans, coordinates and executes such programs at the division level; whereas the Safety Specialist II independently plans and executes a variety of industrial safety educational and informational programs in a central agency or operating department.

• Assists in the preparation of safety education and training courses by selecting and assembling materials and visual aids, contacting consultants, and arranging schedules with operating departments.
• Conducts safety education and training classes and meetings as assigned.
• Assists in the preparation of statistical and activity reports and safety articles.
• Keeps records of industrial accidents and injuries.
• Inspects work projects and operations and other places of work to detect, report, and eliminate safety, health and fire hazards.
• Inspects equipment, tools, machinery and other devices in use for compliance with State safety laws and codes, departmental guidelines, and accepted safety standards.
• Assures that proper protective accessories and apparel are worn by workers.
• Reports violations, recommends correction of unacceptable and hazardous conditions and refers cases of non-compliance to supervisors and other superiors.
• Investigates industrial accidents by reading accident reports, and interviewing victims, witnesses and supervisors, to determine the causative factors and relevant circumstances, and develops recommendations to prevent recurrences.

• Plans, coordinates and executes an operating division's industrial safety educational and information programs based upon identified operational needs.
• Develops and conducts or coordinates safety training courses for division supervisors and employees.
• Develops, conducts or arranges division programs to develop employees' safety awareness, their hazardous condition recognition skills, their ability to use safer and more efficient work techniques and practices, their ability to deal with incidents and accidents, etc.
• Plans and executes or coordinates activities to promote interest in safety, such as displays, posters, bulletins, safety campaigns and suggestions, incentive award programs, etc.
• Evaluates training and promotional activities and suggests ways for improvement.
• Analyzes accident, workers compensation, or hazard inspection reports to ascertain training needs.
• Conducts safety inspections and investigations as required and prepares reports, meets with insurance carriers, government and private industry officials to enlist support for safety promotional and educational programs.
• Operates and uses various audio-visual equipment and aids in instructional activities.

This is an amendment to the class specification for the class SAFETY SPECIALIST I, which was adopted on September 1, 2005, amended effective February 16, 2009.
 
APPROVED:  May 27, 2009Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business administration, public administration or a related field, and one year of experience in industrial safety and accident prevention activities.
 
License Requirement: Possession of a valid Hawaii State driver's license (Type 3).
 
Knowledge of: the State Workers' Compensation Act, safety law and other accepted standards applicable to industrial safety and accident prevention; industrial and construction accident hazards and methods of correction and prevention; common industrial safety devices and equipment; safety inspection principles, practices and procedures; safety education media, principles and procedures.
 
Ability to: make safety inspections and detect unsafe conditions and practices; interpret and enforce pertinent safety laws, codes, rules and regulations; investigate and determine the causes of accidents; conduct safety education and instruction courses; deal tactfully and effectively with others; prepare clear and concise reports.

Persons seeking appointment to positions in this class must meet the health and physical standards deemed necessary and proper for performance of the duties.
