What are the responsibilities and job description for the Assistant Public Works Director position at County of Montgomery?
SUMMARY: Assists the Public Works Director in the direction of all Public Works Departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Review project requirements and confer with the Public Works Director concerning assistance required for plan preparation, acceptance testing, evaluation of field conditions, design changes, and reports.
Performs regular field inspections of public and private utilities work being performed within county rights-of-way to assure conformance with permit conditions.
Duties include, but are not limited to, inspection of county-financed and federal-aid-financed road and bridge projects and processing of applications for Right-of-Way utilization by public and private utilities.
Collects, tabulates, and maps data from the supervisors, including traffic counts, county sign inventory, bridge, and culvert inventory.
Organizes and maintains Road and Bridge record inventory.
Processes applications for Right-of-Way utilization by public and private utilities.
Communicates effectively both orally and in writing with surveyors, engineers, attorneys, representatives, other agencies, and the public.
Assists office personnel in daily activities, researches and maintains County Road Records.
Assists the public in searching for information from departmental records.
Knowledge of Federal, State, and Local laws and ordinances related to property ownership and interpretation; surveying principles.
Performs office research and field investigation regarding complaints and recommends resolutions.
Provides technical support and guidance to coworkers for resolution of land ownership.
Interacts with employees on a daily basis. Acts as a liaison between administration and employees.
Makes recommendations on projects, personnel, policy, and equipment purchases.
Assists in the preparation of the department budgets.
Reviews bids from firms for conformity to contract requirements and determines acceptable bids.
Inspects contracted projects.
Examines estimates of materials and equipment to ensure completeness and accuracy.
Oversees quality and inspects materials.
Negotiates with property owners for the acquisition of Rights-of-Way, easements, fence relocations, and other incidental items required for roadway and drainage maintenance, reconstruction, and new construction.
Coordinates utility relocations to accommodate county maintenance and construction work.
The ability to create and maintain county maps in ArcGIS.
On call 24 hours a day, 7 days a week.
Other duties as assigned.
SUPERVISORY RESPONSIBILITIES: Manage subordinate supervisors who supervise approximately 50 employees in the Road and Bridge, Special Bridge, and Noxious Weed Departments.
Carries out supervisory responsibilities in accordance with the County’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.

EDUCATION and/or EXPERIENCE: Bachelor's degree or seven years’ experience in road construction and maintenance methods, technology, and safety; or a combination of relevant education and experience.
LANGUAGE SKILLS: Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents; ability to respond to common inquiries or complaints in a congenial and efficient manner; ability to put in writing the various recommendations and procedures for the department; ability to effectively present information to the Department Head, the Board of County Commissioners and public groups.
MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts such as exponents, logarithms, and quadratic equations. Ability to apply mathematical operations to a multitude of engineering equations. Ability to calculate figures and amounts such as percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
FINANCIAL ACCOUNTABILITY: Employee is responsible for ensuring all purchases are made in accordance with Montgomery County’s Procurement Policy and participates in developing all Public Works budgets.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have current valid driver's license, Right of Way Certification, Project Manager Certification and must be willing to take additional training as may be required to stay current in his/her job.
OTHER SKILLS AND ABILITIES: Must be able to use a computer with Microsoft Word, Excel, and other relevant software.
