The Staff Services Analyst within the Information Technology Services department encompasses a diverse range of responsibilities and will assist the department by performing a range of analytical and technical staff support services in such areas as general administration, fiscal, personnel, data processing and analysis, preparing and maintaining reports, purchasing, accounts payable and accounts receivables. This role operates without direct supervision over others but may include functional or lead responsibilities over designated staff, ensuring the efficient execution of assigned duties and responsibilities.
The ideal candidate for this role should possess a solid foundation in public administration principles and practices, coupled with a comprehensive knowledge of budget programs. Proficiency in understanding County government operations, departmental policies, and procedures is essential. A successful candidate is inspired and motivated to work in a thriving technology services focused setting. Performing both individually and as part of a team, the individual will be detailed oriented and able to deftly maneuver through procedures, delve into financial details, create and use high-level data entry, develop forward-thinking budgets, prepare agenda items, edit documents, and reconcile budget reports. The individual will also have a friendly disposition and welcome regular interaction with internal County employees, representatives of vendors, as well as the public.
Furthermore, candidates should exhibit the ability to compile, analyze, interpret technical information, and troubleshoot any discrepancies. Strong mathematical and statistical computation skills, problem-solving abilities, and effective communication – both written and verbal – are crucial.
- Experience: No related experience is required.
- Education: Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting, or related field. (Responsible supervisory or higher level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.)
- License or Certificate:* Possession of a valid California Driver's License.
- Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position. Loss of the required State licensure may result in termination or reassignment.
The Recruitment Process
Supplemental questions will be scored by subject matter experts. Only the most qualified applicants from the scoring of the supplemental questions will be invited for an Oral Exam (Panel Interview.)
Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

SALARY -
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
