Role Overview
Planning, managing and participating in building inspection, code enforcement and plan review activities, coordinating work within the County administration and departments, preparing and maintaining appropriate records and files, preparing reports and related work as required. Work involves setting policies and goals for the division under the direction of the Director of Development Services. Direct supervision is exercised over building inspections division.
Role Description
- Leads the Building Inspections division of the Department Development Services.
- Oversees division procedures; revises and creates new policies to issues permits, schedule inspections and issues legal documents ensuring safe construction and use of buildings.
- Hires, trains, manages, counsels and disciplines employees including coordinating schedules, recognizing and solving needs and problems, conducting performance appraisals and reviewing and refining job descriptions.
- Performs commercial and residential plan reviews; discusses code requirements with architects, engineers and building owners for plan approvals.
- Handles code inspections for commercial buildings and carnival amusement rides; performs inspection of residential projects.
- Provides continual education of staff, public, building owners and contractors with existing and new department policies, code changes, recalls and contractor laws.
- Prepares monthly reports and housing map; prepares and maintains division’s yearly budget; prepares Supplemental Appropriation Requests; oversees vehicle maintenance program and requests for additional and/or new vehicles, and performs other tasks necessary to advance and support the communication and collaboration aspects of internal and external customer service.
- Attends state training and conferences; participates in various committees regarding state and County procedures and/or activities and upcoming development projects.
- Investigates citizen, tenant and other agency complaints and/or issues and resolves issues with property owners; participates in disaster preparations, damage, assessments and remediation.
- Performs related tasks as required.
Knowledge, Skills and Abilities
Comprehensive knowledge of the principles and practices of building, electrical, plumbing and mechanical code enforcement; comprehensive knowledge of building, construction, engineering and structural engineering principles and practices; ability to plan and supervise the work of subordinates; ability to present facts and recommendations effectively in oral and written form; ability to establish and maintain effective working relationships with associates, Town, state and federal officials, contractors, builders and the general public. Knowledge and experience using electronic tracking and permitting systems such as EP&L (EnerGov), and Bluebeam Revu a plus.
Education and Experience
An associate’s degree and certifications as indicated below in the Special Requirements section and a minimum of five years of management experience and building inspections or equivalent combination of education and experience.
Special Requirements
- Certified Building Officials certificate.
- Amusement Device Inspection certificate.
- Certifications required by the Virginia Uniform Statewide Building Code.
- Possession of an appropriate driver's license valid in the Commonwealth of Virginia.
