Capital Projects Administrator

This position is scheduled to receive salary range increases on the following dates:

  Effective June 27, 2025 – 4.00% increase  

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will be open for a minimum of five (5) business days and will remain open continuously until 11:59 p.m. (PST) on the day the County's needs are met. This recruitment will establish an Open eligible list that will be used to fill current and future Capital Projects Administrator positions. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.  


THE AGENCY
OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery in order to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and is committed to its exceptional record of regulatory compliance and excellence.

THE DIVISION
The Compliance Support (CS) Division ensures that department operations meet all federal, state, and local environmental regulations, with oversight from CS' Environmental Services section. CS also includes Reliability Maintenance Planning, Renewable Energy Technology and Engineering Planning and the Project Management Office (PMO) sections. This Division focuses on improving efficiency, using advanced technologies, and streaming processes to support safe and reliable operations. The PMO handles both capital and non-capital projects included in OCWR's Strategic Financial Plan. Its team provides construction and project management services from start to finish.

THE OPPORTUNITY
Under the supervision of the Capital Project Manager, Senior, the Capital Projects Administrator is responsible for initiating, developing, supporting and managing various PMO programs and tasks that support PMO objectives such as standardization of project processes; governance and compliance; resource management; performance monitoring and reporting; project support; budget and cost controls; and quality assurance/quality controls.  

Examples of the primary duties will include but are not limited to the following:
 
  • Support the administrative, procedural, programmatic and contractual needs of a $500M 5-year Capital Improvement Program (CIP).
  • Develop, implement, manage, supervise, and execute PMO capital improvement programs such as Clearinghouse, Project Management Information System (PMIS), program policies and procedures.
  • Manage the PMO Project Controls Group that ensures a continuous process of monitoring and analyzing schedule and cost, and reporting on project’s progress, status, and performance.  
  • Maintain and further develop the PMO project dashboards and data sources to reflect key project metrics.
  • Maintain and further develop the PMO Project Manual that includes the structural overview of the PMO Program, PMO guidelines, standardized processes, and templates for OCWR projects.
  • Scope development, cost estimating, project monitoring, project tracking, change order authorization, contractual document quality control, and project research.
  • Advise on public works and professional services contractual options, risk mitigations and project issue management and resolution.
  • Ensure adherence to governing code, authority, policy, and procedures.
  • Author and final review of agenda staff reports.
  • Research expenditures, encumbrances, budget balance and transfers using the County's financial systems such as CAPS , CAPS DW, Expediter. Develop, monitor, analyze and report on professional services contact actuals and projections.
  • Supervise both County and contracted Project Management Staff; perform annual establishment of goals, mid-year, and annual performance evaluations.
  • Liaison between PMO and Procurement support services, both within the agency and external.
  • Collaborate with CEO on CPM contracting methodologies and practices and communicate to OCWR Project Management staff and incorporate policy/procedure changes as required.  
  • Create, monitor, adjust services and supplies’ annual budget and strategic financial plan budget for PMO.
  • Collaborate and update the CIP strategic financial plan to include the PMO Project Controls Group as the central coordinator, working with landfills, OCWR Finance, Compliance Support Renewable Energy, Technology and Planning, and site Project Managers.  
  • Preparation and creation of encumbrances for the contract service periods, including management of cashflow projections. Manage mid-year/year end reconciling and justifications, and year-end accrual process.
  • Identify program needs for specialized service contracts and initiate procurement process including request for proposal (RFP), invitation for bid (IFB). 
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have a minimum of four (4) years of professional experience initiating, developing, supporting and managing various PMO programs and tasks that support standardization of project processes; governance and compliance; resource management; performance monitoring and reporting; CIP project support; budget and cost controls; and quality assurance/quality controls.

The ideal candidate will also possess at least one (1) year of supervisory/leadership experience.

The ideal candidate will have extensive knowledge, skills, and abilities in the following competencies:

Professional & Technical Expertise
  • Ability to apply Project Management industry standards and practices in the areas of project planning, coordinating, budget management, scheduling, and monitoring.
  • Knowledge and application of the principles of engineering design and construction practices as they relate to infrastructure projects including alternate project delivery methods.
  • Knowledge and application of construction methods and techniques for infrastructure.
  • Knowledge of project management application software and Microsoft Office (Microsoft Project,) for creating Gantt charts, tracking progress, and managing task dependencies.
  • Understanding scheduling-specific tools such as FastTrack Schedule, critical path method, network diagrams, and advanced features in MS Project.  
  • Expertise in managing contracts, including drafting, negotiation, execution, and compliance.
  • Familiarity with procurement processes, working with contractors and vendors.
  • A thorough understanding of government codes and/or state and federal laws as they relate to government purchasing and contracting.
  • Experience working with project information management systems and programs.
Fiscal Analysis | Problem Solving Skills
  • Experience with capital budgeting processes and financial forecasting.
  • Extensive experience with fiscal and budget analysis in a government setting
  • Understanding and applying budgeting and financial reporting systems or other financial data systems
  • Preparing and manipulating complex budget and/or financial spreadsheets
  • Researching, organizing, accurately interpreting, and applying relevant data
Leadership Skills
  • Assist the management team in developing departmental business objectives and specific project strategies.
  • Provide leadership and guidance to internal and contracted staff to achieve project and developmental goals that are aligned with overall business objectives.
  • Understand and address customer needs within the guidelines of County policy.
  • Ability to make well-informed and objective decisions by perceiving the impact and implications of the decisions in a professional ethical framework.
  • Establishing and cultivating effective working relationships with various staff members, community agencies, stakeholders, and resources
Writing l Oral Communication l Presentation Skills 
  • Communicating effectively and professionally both verbally and in writing with individuals Agency/Department heads, Managers, and internal and external partners, including elected officials and County executives
  • Communicating accurately to convey both substance and intent and communicating sensitive matters and challenging situations with diplomacy.
  • Presenting ideas and complex material clearly, concisely, logically, and persuasively both in writing and orally
  • Ability to analyze complex issues and provide advice and recommend actions.
  • Develop, analyze, and present high volume contract data collection for management operational reviews.
  • Prepare and present PMO presentations to various audiences for various programs including Clearinghouse, PMO Manual, operations’ reviews, project gate meetings.
  • Establish partnerships and conduct monthly coordination meetings with procurement departments.
