Job Title : ADMINISTRATIVE ANALYST / LEVY SPECIALIST
Department : County Clerk Division : Real Estate

Position Summary : Administrative Analyst / Levy Specialist assists the Real Estate Specialist to calculate the mill levy for Riley County, assists with the Intangible tax roll preparation and assists townships and cemetery boards with the budget process. The majority of work is time-critical with June 1 to November 15 being the busiest season. This position assists in implementing Kansas Statutes, preparing a tax roll and performing associated duties. Works with the public, taxing entities, and staff.
Essential Functions :
- Update Real Estate Tax Roll ownership records and assist customers with legal description analysis.
- Create and maintain Intangible Tax Roll records
- Assist townships and cemetery districts on annual reports and township budgets
- Administer the Homestead Refund program, assisting with filing and answering questions
- Balance Motor Vehicle collections and prepare motor vehicle estimates
- Administer tax levy and distribution functions that facilitate the tax year process
- Process corrections to the current and prior tax roll
- Update taxing unit maps, tax district codes, and tax unit identified codes and file appropriately
- Generate data for the North Central Kansas Library from eight counties
- Prepare bonds and indebtedness of various entities of the County :
- Prepare reports required by State, local entities, internal Department Heads or others
- Process Motor Vehicle, A / P and Jury checks.
- Provide courteous service to the public regarding overall County Clerk / Election services, such as Elections, Intangible Tax.
- Issue licenses & permits such as Cereal Malt Beverage and Moving permits
- Perform other duties as requested
Requirements :
Education : Associate degree required in business administration, accounting, finance, or related field. Bachelor of Arts or Bachelor of Science degree preferred.
License(s) / Certification(s) : Must be able to obtain Kansas Notary Public.
Experience : 2 years data entry experience preferred. Experience working with the public required. 2 years’ experience with legal descriptions, state statues or land valuation preferred. Experience with real estate transfers, budget procedures, tax procedures or statutes preferred.
Skills : Ability to work with the general public, state of Kansas, school districts, and local government officials. Ability to operate AS400 software and Microsoft Office including Excel, Word and Access. Must be accurate and detail-oriented, as the tax roll effects every taxpayer in Riley County.
Equivalent combination of experience and education may be considered in lieu of above requirements.
