The County of San Luis Obispo is seeking an experienced capital Project Manager (PM) II/III to fill a position in the Project Delivery Division of the Public Works Department. Key responsibilities include:
- Expertise in managing project scope, schedule, and budget. Providing stakeholder coordination on multiple projects.
- Overseeing the entire project delivery process, with emphasis on:
- Early Project Programming: Effective coordination and management of stakeholders and consultants to develop scope, programming, and feasibility
- Contracts: Preparing requests for proposals, including project scope of work and bid packets for public bid, evaluating submittals, and contract negotiations and administration
- Construction Documents: Coordinating the preparation of biddable and buildable construction documents that ensure compliance with project program and regulatory standards
- Permitting: Navigating the permitting process for all relative Authorities Having Jurisdiction (AHJs)
The ideal candidate will possess:
- Proficient project management and design experience with remodels and new facilities development processes
- Technical expertise in coordinating preparation of construction documents and specifications for permit and public bid process, with a deep understanding of architectural/engineering principles and modern construction practices
- Knowledge of the following software is preferred: MS Office Suite (Outlook, Excel, Word), CAD, MS Project, Bluebeam or Adobe Acrobat
- Analytical/strategic skills with a creative approach to problem-solving, adept in navigating organizational dynamics and politically astute
- Excellent leadership, organizational and communication (written and verbal) skills
- Highly skilled in preparing project schedules, cost estimates, fiscal management, and risk management strategies
- Experience with various project delivery methods including Design-Bid-Build, Design-Build, Construction Manager at Risk (CMAR), and Job Order Contract (JOC) for capital and maintenance projects
- Knowledge in preparing meeting agendas/minutes, leading meetings, and preparing staff and project status reports
- Experience in ensuring compliance with regulations related to government contracts, competitive bidding, and construction/public works projects
