THE DEPARTMENT: The General Services Department provides support services to other County Departments. THE POSITION: The County of Santa Barbara's General Services Department is seeking a highly motivated Facility Supervisor to help lead the Department’s North County Facilities Division. This management position will report directly to the County’s Facilities Team Leader and will be responsible for a wide variety of job duties.
Under general direction, this position plans, organizes, and directs facility maintenance, security, repair and physical operation for a large geographic area of the county; performs related duties as required.
Note: Incumbent will be working in North Santa Barbara County, including the jail and other 24-hour locked facilities.
The Ideal Candidate will possess:
- Knowledge of the following trades: HVAC, Plumbing, electrical, lighting, roofing, flooring, carpentry, and ability to read/interpret floor plans.
- Excellent communication experience working with a diverse staff, public, agencies, and executive management team.
- Ability to work effectively in a team environment and effectively manage multiple situations occurring simultaneously
- Ability to make informed decisions grounded in data
- Ability to effectively communicate ideas and goals for process improvements and the ability to handle high stress situations
- Knowledge of Government building and construction codes and federal processes in building construction
- Good understanding of budgeting and workload and cost analysis

- Microsoft Office Suite skills and experience (includes Word, Excel, Outlook)
- Ability to self-motivate, organize and prioritize work, meet deadline and execute detailed plans to completion
- Through subordinate supervisors, plans, organizes, and schedules the work of various craft workers, such as HVAC (heating, ventilation, and air conditioning) repair workers, carpenters, electricians, plumbers, and painters.
- Directs facility repairs, installations, small construction remodeling, grounds improvement, and maintenance projects; coordinates with other departments to complete remodeling projects; reviews remodeling plans for energy efficiency and proper construction methods; maintains records of materials used; orders and purchases new materials.
- Supervises, assigns, and reviews the work of staff; sets performance standards and evaluates staff; reviews performance evaluations prepared by subordinate supervisors; trains, counsels, and disciplines staff; conducts interviews and selects staff to be hired or promoted.
- Ensures that County facilities comply with state, federal and local laws, ordinances, regulations, and codes pertaining to the building industry.
- Supervises emergency repair jobs; inspects field work performed; plans and estimates maintenance and repair work; maintains records of work order requests and completion.
- Assists the Facilities Team Leader in preparing and administering the division budget; monitors budget accounts and expenditures.
- Administers security and janitorial contracts; reviews work of contractors to ensure that work is completed in accordance with the timeliness and standards of quality set forth in the contract.
- Analyzes and investigates maintenance and personnel problems or issues, and prepares and compiles written reports to the Facilities Team Leader with solutions and/or recommendations.
- Prepares worker accident reports; identifies and resolves safety hazards for staff; conducts and arranges employee safety training; maintains safety records.
- Acts as the Facilities Team Leader in their absence.
- Two years of supervisory experience in building construction, building maintenance, or building repair work; OR,
- Two years of experience performing duties equivalent to a Building Maintenance Supervisor with Santa Barbara County; OR,
- A combination of training, education, and experience equivalent to one of the employment standards listed above that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's License may be required at the time of appointment.
Knowledge of: the operations, services, and activities of a facilities maintenance program; principles and practices of employee supervision, training, and performance evaluation; construction methods and practices; tools, materials, methods, and procedures used in building maintenance and repair; basic purchasing methods and practices; Federal, State, and local laws, ordinances, and regulations pertaining to the building industry and safety practices; basic math to determine materials used and estimate the cost of projects; use a personal computer and standard business software.
Ability to: supervise a staff of trades craft workers including assigning, reviewing, and evaluating work; read and interpret blueprints and drawings; prepare work sketches; read and understand agency and departmental policies and procedures; maintain records of building maintenance and repairs; prepare simple memos using correct grammar, punctuation, and spelling; organize work and set priorities to meet deadlines; establish and maintain effective working relationships with staff, vendors, and other County employees;
Desirable Qualifications:
Knowledge of: contract terms and practices used in administering contracts for services; inventory methods used to track materials used and on hand; energy efficiency methods used in construction.APPLICATION & SELECTION PROCESS:
- Review application and supplemental questionnaire to determine which applicants meet the employment standards.
- Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates’ final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Placement on Employment List & Selection Interview by Hiring Departments: Upon placement of employment list, you will be notified by the Human Resources Department. The hiring department will receive at least the candidates that are ranked in the top 10. The hiring departments may decide which of those 10 candidates they will reach out to interview. Prior to the interview, top candidates may be required to complete additional competency assessments. Instructions will be sent to qualifying candidates via email.

The following process will be used as part of the background investigation process for this position, after the candidate is extended a conditional offer of employment:
- Personal History Questionnaire (PHQ). The selected individual will receive a notice regarding completion of a Personal History Questionnaire (PHQ). Failure to submit a PHQ by the deadline will result in disqualification from the hiring process for the General Services Department.
- Background Investigation: The selected individual will be required to complete a Personal History Statement (PHS) and undergo an extensive background investigation that includes an evaluation of references, prior employment, drug history, residence history, and neighborhood check. This process may take 4-6 weeks.
- Live Scan: Electronic fingerprint scanning that is certified by the State Department of Justice.
