With its natural beauty, affordable housing, excellent educational system, abundance of recreational opportunities, and excellent quality of life, Shasta County is a great place to live, work, and raise a family.ABOUT THE DEPARTMENTThe Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all. The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety.The Behavioral Health & Social Services Branch is dedicated to improving the well-being of our community through comprehensive mental health services and essential social services to adults, children, and families. By integrating both behavioral health and social support services, we strive to build a healthier community by ensuring individuals have the resources they need to achieve stability and wholeness.Children’s Services encompass the services that help ensure children mental and physical well-being are protected and safe. The Child Welfare division of the branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives such as the removal from their caregiver due to alleged abuse and neglect. This division also works within the confines of the Dependency court to reunify families when and where they can demonstrate appropriate change to meet the safety needs of their children. The branch also encompasses children’s mental health teams which work in conjunction with the Child Welfare division along with community providers to ensure that the youth that are being served are having their mental health and drug and alcohol needs met. This branch also works with juvenile justice and education to coordinate services for clients.Adult Services focuses on services to support people eighteen and older. Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis line, social rehabilitation residential services, long-term placement services and referrals to local non-profit organizations that provide additional services. This branch also provides Adult Protective Services to follow-up on elder abuse reports. In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services. The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship. Mental Health Services Act administration is also housed in the Adult Services Branch.ABOUT THE POSITIONUnder general direction of the Health and Human Services Agency Director, a Health and Human Services Agency Branch Director, or a Health and Human Services Agency Deputy Director, provide leadership in planning, organizing, and directing the activities of a unit or division including administrative services and Health and Human Services Agency programs, and to perform related duties as required.DISTINGUISHING CHARACTERISTICSA position in this classification is responsible to a Health and Human Services Agency Branch Director, Health and Human Services Agency Deputy Director, or the Health and Human Services Agency Director for the management of Agency functional units or divisions. The incumbent is responsible for planning, supervising, evaluating, and monitoring programs or administrative functions which require knowledge of federal, state, and local government operations and health and human service programs and functions. The position is a key member of the Agency’s management team. Special skills and/or experience may be required relative to the duty assignment.IDEAL CANDIDATEThe ideal candidate will have a deep desire for serving those in need, while promoting community health and well-being. EXAMPLE OF DUTIES
Duties may include, but are not limited to the following: Provides innovative and enthusiastic leadership to strategically plan, implement, and coordinate administrative and/or program support services within the Agency; thinks creatively, develops new approaches as needed, focuses on results and health and human services outcomes, and exercises initiative, ingenuity, and sound judgment in preventing, identifying, and solving difficult problems; plans, assigns, directs, supervises, and coordinates the work of a variety of administrative, technical, and/or program staff; provides guidance to subordinates on Agency philosophy, goals, objectives, policies, and procedures; evaluates performance of personnel and recommends appropriate course of action; Interviews, selects, and recommends the hiring of new staff members; develops and tracks staff development and training; works under limited supervision, prioritizes work assignments, works well under pressure, delegates effectively, and works cooperatively to optimize integration and access to Health and Human Services programs; designs strategies or coordinates the effective communication of Health and Human Services information to the community and/or potential recipients and effectively represents the Agency before other County departments, community groups, governmental agencies, and the public; promotes efforts to enhance cultural competency and reduce health and social inequities; resolves conflicts with staff and customers; evaluates overall activities of the unit or division and prepares or oversees budgets, staff reports to the Board of Supervisors, contracts and memos of understanding in accordance with local, state, and federal requirements; coordinates the maintenance of software, hardware, and other technological equipment and may be assigned to oversee implementation of automation projects within the Agency; and prepares and monitors strategic and operational procedures in accordance with local, state, and federal requirements.
