About the Department:
Tehama County Community Action Agency builds prosperous communities by empowering people. CAA provides various programs that assist low-income families by either providing the services directly or through a collaboration of subcontractors. This collaborative effort includes many valuable agencies, including the Department of Social Services, Tehama County Health Service Agency, Probation and PATH.
Nature of Work:
The primary function of a Case Manager is to identify and implement plans based on the family’s strengths, needs and goals; manage cases and is responsible to conduct regular contacts with families, attend Team Meetings, monitor progress to achieve independence. A considerable amount of the work is performed in an office environment writing reports and case plans. Case Managers also enter data into computer systems and conduct a variety of assessments to determine risks, needs and progress of the family. The position also requires frequent work in the field contacting families and collaborating with community service providers to assist families in overcoming serious social issues.

The ideal candidate is reliable, provides courteous, respectful, and professional customer services; has the ability to analyze situations involving rules and regulations; demonstrates good judgment when making decisions; communicates effectively orally and in writing; interacts with individuals from various educational, socioeconomic, and ethnic backgrounds; works cooperatively as part of a team and with community partners and other County agencies; listens attentively and understands oral information provided; prioritizes, plans and organizes one's own work.

Typical Duties of a Case Manager Include:Conduct thorough, individualized family assessments which address family members’ strengths and needs, family dynamics, the family’s functioning in its environment, and family members’ capacity for change; Engage families in supportive, educational and treatment interventions to promote family growth and change such as crisis intervention, skill modeling, emotional support, resource linkage, problem solving and personal and system advocacy; Connect families to services to address housing, finances, legal issues, education, employment and safety; Facilitate team meetings to evaluate options and ensure decisions are child-family team driven.
Controversial Issues:
As a Case Manager, you may encounter customers who are emotionally charged, customers that have substance dependence, mental health issues, trauma or domestic violence history. You may be assisting customers whose values may conflict with your own values. A Case Manager must be able to accept customers' differences and interact with them in a non-judgmental manner.

Any combinations of training and experience which would provide the required knowledge, skills and abilities are qualifying. A typical way to obtain the required qualifications would be:
EITHER
- Bachelor’s Degree in Social Work, or health and human services related field from accredited college or university.
OR
- Two (2) years of full-time casework experience and thirty (30) college semester units, including fifteen (15) units in social welfare, social/human services, sociology, other social or behavioral science.
- Examples of social or behavioral science courses include: anthropology, criminal justice, economics, education, ethnic studies, history, human development law, nursing, nutrition, philosophy, political science, psychology, public health, social welfare, sociology, welfare, and women’s studies.
OR
- Three (3) years of full-time experience providing direct client services to disadvantaged or low-income adults or children in a private or public agency.
- Other combinations of education and experience may be considered.
License and Special Requirements:
- Requires a valid California driver’s license.
Tehama County is establishing an eligibility list to fill future vacancies for a CAA Case Manager, as well as subsequent vacancies which occur during the life of the eligibility list.
New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at other than A step.
