The Tehama County Community Action Agency/IHSS Public Authority are under the administrative responsibilities of the Department of Social Services, which is the largest department in the County with a budget of over $50 million dollars. The department includes Adoptions, Adult Services (IHSS and APS), CalWORKs Plus, Child Protective Services, Eligibility, Administration, Community Action Agency and IHSS Public Authority.
The Agency works in close partnership with many community-based organizations, other county departments, schools, and agencies. As a rural county, it serves clients from the valley floor to the mountains, and focuses on good customer service as embodied in its mission statement – “Helping People. Changing Lives.”
About the Position:
The Program Manager for the Community Action Agency/IHSS Public Authority serves as part of the Tehama County Department of Social Services Administration Team and is responsible for initiating, planning, organizing, and directing the design, development, and implementation of multiple services. The services include: Meals on Wheels, Case Management Programs, Housing Programs and other Self-Sufficiency Services as well as the IHSS Public Authority Provider Registry. This position is also responsible for managing and distributing funding within Tehama County.

Nestled in the northern Sacramento Valley, Tehama County lies approximately midway between Sacramento and the Oregon border. The County sits alongside the beautiful Sacramento River and is only 50 miles west of Lassen National Park. This position has primary responsibility for the management of the Community Action Agency and the IHSS Public Authority.
Typical duties include:
- Daily management of 2 Supervisors.
- Selects, trains, evaluates and disciplines subordinate staff.
- Serves as a resource for interpretation of Federal and State laws.
- Liaison with Community Based Organizations and County Partners.
- Participates in regional and state level meetings.
- Performs analysis and prepares detailed written reports of findings pertaining to the quality and efficiency of services provided within the assigned program.
- Provides professional and technical consultation on complex program matters.
- Speaks and writes effectively in a professional manner.
- Plans, implements and evaluates programs to ensure operational efficiency and effectiveness, and assists higher-level management in departmental strategic planning.
- Develops or revises policies and procedures to operationalize federal, state and local requirements for all programs within area of responsibility.
- Oversight of related contracts, budgets and grants.
- Monthly and ongoing review of the CSBG budget to make sure funds are being expended within the allotted timeframe.
- Facilitates committee meetings and develops the necessary materials.
- Conducts fundraising events and activities.
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
EITHER
Equivalent to the completion of the twelfth (12th) grade AND graduation from an accredited four-year college or university with two (2) years of professional journey level experience administering various programs to low-income individuals and families. One (1) year of general supervisory experience is required.
OREquivalent to the completion of the (12th) grade AND graduation with an Associate’s degree from an accredited college with three (3) years of professional journey level experience administering various programs to low-income individuals and families.
Two (2) years of general supervisory experience is required.
License & Special Requirements:- Requires a valid California driver’s license.
The department is currently recruiting for an anticipated vacancy in March.
In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Community Action Agency/Public Authority Program Manager, as well as subsequent vacancies, which occur during the life of the eligibility list.
