Under administrative direction, assists in planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Probation Department; areas of responsibility include adult and juvenile probation, and management of the juvenile detention facility and / or contracted facility collaborations; fosters cooperative working relationships among County departments and with intergovernmental and regulatory agencies and various public and private groups; supervises, oversees, coordinates and reviews the work of staff performing case management of adult and / or juvenile individuals under Probation Department supervision or monitoring; conducts investigations, and prepares reports and recommendations to the court related to sentencing of adult offenders and disposition of juvenile offenders; provides highly responsible and complex professional assistance to the Chief Probation Officer in areas of expertise; and performs related work as required.

  • Assumes management responsibility for major probation functions and activities, including adult, juvenile, field operations and the County's juvenile detention facility and / or contracted facility collaborations;
  • Participates in the development and implementation of departmental goals, objectives, policies, procedures, and work standards in alignment with operations of the Courts and mission and vision of the County; provides leadership, direction and mentoring to staff and effectively promotes the County's values and goals.

    Assists in managing, and participates in the development and administration of, the department's budget; directs the forecast of funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; ensures fiscal accountability; directs and implements budgetary adjustments.

    Selects, trains, motivates, and directs assigned personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; makes discipline recommendations to the Chief Probation Officer; responds to staff questions and concerns.

    Contributes to the overall quality of the department's service by participating in the development, review, and implementation of policies and procedures to meet legal and regulatory requirements and County needs; continuously monitors the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement and recommends changes to the Chief Probation Officer; implements changes upon approval.

    Develops cooperative working relationships with partnering County departments, schools, treatment providers, community agencies, law enforcement, and other agencies.

    Monitors legal, regulatory, technological, and societal changes and court decisions that may affect the work of the department; determines equipment acquisition, training programs, and procedural changes needed to comply with changing mandates.

    Represents the department to other County departments, elected officials, and outside agencies; provides staff support to and serves as member on multi-disciplinary and community teams, committees, and task forces, as necessary.

    Conducts a variety of departmental organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.

    Participates in and makes presentations to the Board of Supervisors, community, and a wide variety of committees, boards, and commissions.

    Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of adult and juvenile supervision.

    Directs the maintenance of working and official departmental files.

    Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Chief Probation Officer.

    Responds to public inquiries and complaints and assists with resolutions and alternative recommendations; negotiates and resolves significant and controversial issues.

    Plans, directs, assigns and oversees the work of assigned probation staff; ensures assigned staff perform duties in an effective manner, consistent with department expectations.

    Plans, schedules, prioritizes, and assigns cases, investigations, reports, and related work in consultation with the Chief Probation Officer; communicates status of operations to appropriate personnel, working cooperatively to schedule assignments in accordance with established and special operational priorities; instructs staff in work procedures.

    Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned function; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.

    Participates in the selection, training, motivating, and evaluation on assigned personnel; provides or coordinates staff training; works with employees on performance issues; reviews staff reports, and other work products prepared by staff; assigns work and provides guidance and direction to staff regarding work plans and methods.

    Inspects and evaluates work in progress and upon completion to assure that cases, investigations, reports, and program activities are performed in accordance with County standards and legal requirements.

    Prepares complex court and case reports; reviews reports written by other Deputy Probation Officers to ensure accuracy and compliance with court orders and related requirements.

    Coordinates assigned probation-related programs; reviews and evaluates program services and makes recommendations for improvements.

    Manages the most complex and / or highly sensitive cases; reviews case histories and recommendations on adult and juvenile probation referrals; provides recommendations to the Court on appropriate course of action; advises Deputy Probation Officers on difficult or unusual cases.

    Interviews clients, families, and other individuals to identify and evaluate various problems, to determine how each case is to be treated, to evaluate candidacy for probation, custody, and guardianship, and to assess progress of each case; develops and implements case plans based on individual's history and issues.

    Works collaboratively with partnering County agencies and programs, schools, treatment providers, community agencies, law enforcement, District Attorney and staff, client attorneys, other legal representation during the course of client probation.

    Reviews, interprets, and applies a variety of laws and codes in developing recommendations for courts on appropriate case disposition and sentencing, including application of determinate sentencing procedures and mitigating / aggravating factors.

    Completes and files adult and juvenile probation violations.

    Makes presentations and / or testifies in court and other hearings regarding sentencing recommendations, probation violations and termination, case disposition, and case related issues.

    Requests evaluations, refers, coordinates, and monitors clients' participation in mental health, medical, substance abuse, community service, and related treatment and rehabilitation programs.

    Intervenes in crisis situations, counsels individuals and families, and makes referrals.

    Performs other duties as assigned.

    Education and Experience :

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :

    Graduation from a four (4)-year college or university with a Bachelor's Degree or equivalent number of units is required (120 semester or 180 quarter units). The major coursework being in psychology, sociology, criminal justice, or a related field is desirable. A minimum of four (4) years of probation experience of increasing responsibility.

    Licenses and Certifications :

    Possession of a valid California Driver's License and a satisfactory driving record.

    Possession of a valid PC 832 certificate.

    Possession of, or ability to obtain within one (1) year of date of appointment, an Advanced Managerial Core Certificate from the Board of State and Community Corrections.

    PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to transport supervised people and visit various County and meeting sites; maintain Board of State and Community Corrections Standards and Training for Corrections requirements of physical ability, including mobility, physical strength, and stamina to respond to emergency situations and to perform assigned duties; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, and over the telephone or radio. The job involves fieldwork requiring frequent walking and standing. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator. Positions in this classification frequently bend, stoop, kneel, reach, and climb to perform work. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds as necessary to perform job functions.

    ENVIRONMENTAL ELEMENTS

    Employees work indoors and outdoors potentially at any hour of the day or night, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, and hazardous physical substances. Employees may interact with upset staff and / or public or private representatives in interpreting and enforcing the law and departmental policies and procedures. The duties of this class are performed in an environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.

    TYPICAL WORKING CONDITIONS

    Must be willing to work emergencies and on nights, weekends, and holidays. Must meet physical standards established at pre-employment, by the Board of State and Community Corrections Standards and Training for Corrections as well as ongoing peace officer requirements.

    SUPERVISION RECEIVED AND EXERCISED

    Receives administrative direction from the Chief Probation Officer. Exercises supervision over professional, technical, and administrative support staff.

    CLASS CHARACTERISTICS

    This is the Assistant Department Director classification in the Probation Department. The incumbent oversees, directs, and participates in major activities and programs of the Probation Department, including adult and juvenile supervision, and the juvenile detention facility and / or contracted facility collaborations, and is responsible for providing professional-level support to the Chief Probation Officer in a variety of areas. Assists in short- and long-term planning, development, and administration of departmental policies, procedures and services. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other County departments and public agencies. Responsibilities include performing and directing many of the department's day-to-day administrative functions; Responsibilities include planning, organizing, supervising, reviewing and evaluating the work of assigned staff. Incumbents are expected to perform the most complex professional probation work with minimal direction and supervision. This class is distinguished from the Deputy Probation Officer III class in that the latter class provides lead direction to assigned staff, but does not have full supervisory responsibilities over staff and programs. This class is distinguished from the Chief Probation Officer in that the latter has overall management responsibility for all probation programs, functions, and activities, and for developing, implementing, and interpreting public policy.

    DISASTER SERVICE WORKER
