The County of Volusia is seeking a professional, highly experienced, customer service driven individual to join the Department of Recovery and Resiliency (DRR) as an Activity Project Manager managing construction and contracts under the Community Development Block Grant-Disaster Recovery (CDBG-DR) program. This is a fast-paced work environment which requires excellent soft skills in dealing with the public and the low-income community.

- Plans, directs, and coordinates staff involved in the completion of assigned program activities.
- Manages the construction contracts under the Community Development Block Grant-Disaster Recovery (CDBG-DR)
- Develops policy and procedures and grant application of its assigned activity.
- Provides review and evaluation of work and in-charge of procurement coordination.
- Analyzes programs to assess value, evaluate budgetary needs and set goals.
- Manages implementation vendors to include assignments, planning, execution, and oversight.
- Oversees DRR services contracts and administration.
- Utilize the system of records to track all construction projects.
- Coordinates projects through meetings, correspondence, and presentations where information is exchanged.
- Prepares meeting agendas and performs all necessary task to coordinate meetings.
- Works closely with consultants to provide all the latest developments.
- Prepare and regularly monitor annual grant construction budgets – provide weekly, monthly, and quarterly reports to the director.
- Coordinates status updates for management on grants to ensure timely completion of grant-funded capital projects.
- Ensures staff are presenting information in confidential manner and ensures work is completed and provided with competence and service driven.
- Supervises the personnel assigned to support the system of record, quality control, personnel, billing and purchasing associated with the assigned activity.
- Coordinates projects with Engineer and Construction Manager from Public Works, and other divisions.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.
- Performs other duties as assigned.
Education and Experience: Bachelor’s degree in Engineering, Architecture, Construction Management, Business Administration, Public Administration, or related field and five (5) years of progressively responsible experience with construction management.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
License: Must possess a valid driver's license at time of appointment.
Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.
