WAYNE COUNTY JOB DESCRIPTION for HEALTH DEPARTMENT GENERAL WORK FUNCTIONSThis position provides accurate laboratory testing within federal guidelines (CLIA and OSHA) for the various clinics of the health department, which includes BCCCP, Child Health, Communicable Disease, Family Planning, Health Education, Maternal Health, WIC, and the public (walk in). This position is responsible for collecting and processing blood specimens for in-house testing as well as reference lab testing. The Laboratory Manager directly supervises this position. This position works 8:00 am to 5:00 pm Monday-Friday with the exception of weekend laboratory testing. In the event of an emergency, this position must be available for duty during and throughout a declared emergency, Public Health event, and/or preparedness exercise as designated by the Health Director or County Manager. SPECIFIC DUTIES AND RESPONSIBILITIESCollects blood specimens, performs in-house testing, and prepares specimens for reference laboratory testing. Duties include obtaining specimens by venipuncture or fingerstick to perform in-house testing for hemoglobin and glucose determinations. Additional in-house testing includes urine dipstick, urine microscopy, urine pregnancy, GC cultures, GC smears, syphilis serology and vaginal wet mounts. Responsibilities also include processing specimens for reference laboratories (NC State Laboratory of Public Health, local hospital, etc.) and providing training for college students in phlebotomy and laboratory testing.Performs QC, preventive maintenance, and QA. Duties include performing daily and weekly quality control of in-house testing, weekly and monthly preventive maintenance of laboratory equipment, and quality assessment studies routinely. Additional duties include keeping accurate records and results of laboratory tests (paper and EHR), performing competency and proficiency testing quarterly, distributing test results to the appropriate clinic, maintaining adequate laboratory supplies, and serving as a technical resource to other staff in areas of specimen collection, test requisition, and result interpretation.Completes annual trainings and continuing education mandated by agency, state, and federal (OSHA, CLIA, etc.) regulations. MINIMUM TRAINING AND EXPERIENCEMinimum: High School Diploma or GED requiredBackground in a public health laboratory would be as asset Graduation from a Bachelor’s degree program of Medical Technology, Chemistry, or a Biological science from an appropriate accredited institution and one year of medical laboratory experience; or Associate’s degree in Medical Technology from an appropriate accredited institution and two years of medical laboratory experience; or completion of a certified Laboratory Assistant course in medical technology (or a comparable course) and three years of medical laboratory experience; or high school or GED diploma and five years of medical laboratory experience; or equivalent combination of education and experience *Must possess Valid Driver’s License MINIMUM STANDARDS REQUIREDTO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to stand 85% of the time to complete laboratory tests and phlebotomy. Physical activities include the ability to obtain specimens of blood from apprehensive clients and uncooperative children without injury to the client, caregiver, or self. Must be physically able to deal with fainting or nauseated clients or uncooperative young children. Must have the physical ability to lift equipment and supplies to the storage areas in the laboratory. Must be physically able to operate a variety of office machines, tools and equipment, such as a computer, printer, copy machine, fax machine, or telephone. Tasks may involve extended periods at a keyboard or workstation. Must be able to use protective barriers such as gloves, lab coats, safety glasses, hand washing sinks, sharps containers, and safety blood collection and handling supplies. Must be able to visually identify different colors when performing laboratory tests.Language Ability: Requires the ability to read a variety of informational and technical documentation, directions, instructions, orders, methods, and procedures. Requires the ability to write and enter, into the EHR and the lab databases, test results and client information with proper format, punctuation, spelling and grammar, using all parts of speech.
