Job Summary

A Case Manager is assigned to one or more trial teams or special prosecution units in the office. This individual is directly responsible for monitoring and facilitating all administrative and logistical aspects of the prosecution of their assigned caseload. For each assigned case, the Case Manager shall: create and maintain the computerized case file; prepare criminal Information charging documents; recommend to the prosecuting attorney the acceptance, amendment or rejection of charges received from the Magisterial District Justice; determine the nature and extent of each defendant's prior criminal history; determine the appropriate sentencing guidelines ranges, enhancements and mandatory provisions to be considered when imposing sentence; prepare the sentencing guidelines form; track, record and when necessary facilitate the scheduling of each stage of prosecution from arraignment through post-sentencing appeal and probation/parole
supervision; attend and assist the prosecutors as needed with Court sessions. This position requires a bachelor's degree, preferably in criminology, sociology or the administration of justice from an accredited institution, Associate degree with two (2) years of Paralegal (or equivalent) experience, or five (5) years criminal justice experience including two (2) years Paralegal (or equivalent) experience. This
individual must have excellent analytical skills, must demonstrate keen attention to detail and must be proactive to assist the prosecutors and other Court personnel with scheduling matters. This individual must maintain a reputation for objectivity, integrity and accuracy in the performance of his or her duties so as to instill confidence and trust in the minds of the Judges, Prosecutors and Defense Attorneys who must rely upon the documents prepared by the Case Manager.

Responsibilities

  • Ensure that required J-NET and NCIC/CLEAN terminal inquiries are conducted properly for each case.
  • Contact out-of-county and out-of-state agencies to verify the specific nature and disposition of prior offenses, translate into equivalent Pennsylvania statutes all prior convictions from other states and obtain any required certified documentation from other jurisdictions.
  • Calculate the prior record score, current offense gravity score, and appropriate sentencing guidelines ranges and document these calculations on a sentencing guideline form for each case.
  • Enter case sentence information into the SGS Web system.
  • Remain knowledgeable as to the current law regarding sentencing guidelines and alternatives, to include mandatory sentences and sentencing enhancements, treatment programs and facilities, diversionary programs and other factors and options to be considered by Prosecutors.
  • Respond to inquiries from other judicial, law enforcement, correctional or custody agencies and institutions regarding criminal histories originating in York County.
  • Prepare criminal Information charging documents and notify the Clerk of Courts of the acceptance, amendment or withdrawal of each count as submitted by the Magisterial District Justice.
  • Monitor the progress of all prosecutions from pre-arraignment through primary disposition, review entries made to the Clerk of Courts’ dockets and ensure accurate entry of relevant data in the District Attorney’s computer database.
  • Coordinate scheduling) for arraignment, pretrial conference, trial, issuance of bench warrant, appearance upon service of bench warrant and other events with the Judges, Court Administrator, Probation Department, Sheriff, Prison staff and other parties.
  • Assist with file location and provision to prosecutors for daily ad hoc warrant hearings.
  • Attend and assist Prosecutors with Court sessions, including the process of live docketing data entry during court proceeding.
  • Assist with the training and evaluation of newly assigned Case Managers.
  • Perform data mining, collection and analysis work as Executive Staff and Administration deem appropriate.
  • Utilize initial ‘ready’ trial lists to assign appropriate ‘trial ready’ designations in the Prosecutor Management System.
  • Any other duties as assigned by a supervisor or member of the Executive Staff.
