POSITION SUMMARY
Assist the Director of Elections/Voter Registration in providing eligible residents of York County with access to safe and secure locations for which registered voters can exercise their right to vote. Ensure coordination, communication and training of all Election judges and poll workers. Assist with coordination and organization of the Elections/Voter Registration Office, providing continuity and uniformity with election practices, procedures and policies and ensuring an organized and efficient election process.
ESSENTIAL REQUIREMENTS
- Bachelors’ degree or equivalent knowledge/experience in election code, Americans with Disabilities Act and County Government.
- Strong analytical, writing, and computer skills (including proficiency in Microsoft Excel, Outlook and Word).
- Must have strong organizational and communication skills.
- Leadership Skills including ability to team build and supervise staff.
- High attention to detail necessary.
- Ability to manage multiple priorities at once.
- Customer service experience desirable.
- Proficient with Microsoft Office, including Excel and PowerPoint.
- Experience in managing databases.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensure compliance of all elections according to The Election Code, Help America Vote Act and all related federal and state acts regarding the election process.
- Maintain a thorough knowledge of the Election Code regarding the nomination of candidates, layout of ballots and voting machine systems.
- Reviews and recommends approval of candidate nominating petitions, financial statements and ethics forms.
- Oversees production of required forms, documents, and ballots in compliance with laws of Commonwealth and Federal Government in conjunction with election administration.
- Reviews ballot for accuracy and completion.
- Maintains election supply inventory by preparing and checking out supplies to election judges.
- Coordinates the election judges; recruits judges from various sources; schedules and trains judges and provides them with the information necessary to their work; finds replacement judges to fill shortages, as necessary; is available for questions from judges on election day.
- Ensure coordination and qualification of poll workers for all County polling locations and as is necessary replace or substitute local election boards. Coordinate delivery of election supplies for each election.
- Prepare, coordinate and conduct training of the local election board members’ and all poll workers before each election regarding legal guidelines, election process and equipment.
- Oversees the processing of payroll for the local election board members, poll workers and constables after each election.
- Assists the director in preparing for court proceedings relating to nomination petitions.
- Implements the process of locating, securing and finalizing the acquisition of Americans with Disabilities Act (ADA) compliant polling locations.
- Coordinates an effort to acquire public schools as polling locations.
- Creates, designs, and maintains the County of York Elections and Voter Registration website.
- Develops and implements student poll worker program.
- Assist with hiring and supervising staff.
- Assist with the department budget including knowledge and understanding of completing timely submission to state and federal authorities for reimbursement for election costs under the applicable grants/laws.
- Develop and maintain working relationships on the local level with all County of York departments.
- Accurately prepare written reports and business correspondence.
- Responds to inquiries, verbally and in writing, regarding voting and registrations, in a timely manner.
- Professional and courteous demeanor.
- Must use excellent customer service to deal with the voters, candidates, and other members of the public to deal with issues and resolve problems as they arise.
- Assists Deputy of Voter Services with entering and received vote-by-mail ballots.
- Perform other duties as assigned.
