POSITION SUMMARY

Reporting directly to the MH/IDD Fiscal Operations Officer, the Fiscal Officer 2 serves as the County Program’s Deputy Fiscal Operations Officer performing professional fiscal and administrative management work. This requires the application of accounting principles and practices, ability to analyze financial data and interpret regulatory and fiscal compliance requirements. This position assists with overseeing and directing the development, implementation and maintenance of highly complex grant fund budgeting, contracting, accounting, and reporting systems. This position assists with the overall monitoring and accountability with all federal, state and local laws, regulations and policies governing in excess of $45 million on a state fiscal year and calendar year basis. This position directly supervises fiscal operations professional staff.

ESSENTIAL REQUIREMENTS

Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting preferred; or four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or any equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for overseeing the ongoing maintenance and reconciliation of financial and grant management systems (HSS and TylerMUNIS) utilized for the monitoring, accounting and reporting of revenue and expenditures at a project ledger level, as well as, a general ledger level. Supervises through examination and workflow approval permission of financial data entry into accounts payable, accounts receivable, requisition entry, payroll and general journals.
  • Responsible for overseeing the ongoing maintenance and reconciliation of state and federal grant awards in excess of $8 million as Mental Health Pass-Thru Project Fiscal Agent. This requires the monitoring of revenue and expenditure transactions to project vendors, categorical tracking and reporting. This requires effective communication, both written and oral, with pass thru project leads/investigators as designated by DHS, Office of Mental Health & Substance Abuse Services throughout each award cycle(s) unique to each project award.
  • Responsible for the preparation or assisting in the preparation of various interval financial statements for internal and external customers; to include but not limited to, County Program executive/management team members, DHS grantor agency, York County Human Services Block Grant committee, local advisory and/or governing boards, County of York Single Audit staff, and other grantor agencies in accordance with federal, state and/or local compliance standards.
  • Responsible for assisting in the preparation of County Program budgets in accordance with categorical federal, state and local grant fund restrictions and use, revenue source forecasts, and local accounting structures on a concurrent fiscal and calendar year basis.
  • Responsible for assisting in the preparation for annual service provider contract negotiations with contracted service providers; to include, but not limited to, the analysis of proposed agency budgets, the analysis of service/fund utilization tends, the calculation of reimbursement rates within initiative-specific allowable cost standards, and participation in budget negotiation and monitoring meetings.
  • Maintains effective working professional relationships with internal and external customers to include; but not limited to, MH/IDD Program management, fiscal management team members, direct service staff, County of York Controller/Treasurer Office support operations, contracted service provider representatives, DHS state officials, and internal/independent auditors.
  • Attends meetings on behalf of or with the Fiscal Operations Officer as necessary, provides technical assistance and conducts training to fiscal unit staff as needed, and performs other financial management related duties as assigned.

Job Type: Full-time

Pay: $45,900.00 - $96,900.00 per year
