POSITION SUMMARY
This position is responsible for overseeing the day-to-day fiscal operations for the agency. This requires the application of accounting principles and practices, ability to analyze and interpret regulatory and fiscal compliance requirements. This position oversees and directs the planning, development, implementation and maintenance of highly complex grant fund budgeting, contracting, accounting, reporting, and monitoring/auditing systems and processes to ensure accountability with all federal, state and local laws, regulations and policies governing on a state fiscal year basis. Oversees the fiscal management operations staff.
ESSENTIAL REQUIREMENTS
- A business-related Bachelor’s Degree that includes six college credits in accounting and three years of accounting and/or budgetary experience; or a business-related Associate’s Degree that includes six college credits in accounting and five years of accounting and/or budgetary experience; or one year as a Fiscal Officer 2; or any equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
- Knowledge of the principles and practices of public fiscal administration.
- Knowledge of accounting principles and procedures.
- Knowledge of the principles and practices of auditing and cost accounting.
- Knowledge of the capabilities of electronic and automatic data processing as it relates to fiscal operations.
- Knowledge of social welfare program planning and operations as it relates to fiscal management.
- Knowledge of modern office management methods.
- Ability to identify and analyze trends, and provide fiscal and budgetary forecasts.
- Ability to plan, assign, review and supervise the work of a staff of professional, technical and clerical employees.
- Ability to provide guidance, training and technical assistance to subordinates and to staff of program funded and fee-for-service agencies.
- Ability to evaluate staff and program effectiveness.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible for the preparation and monitoring of fiscal expenditures and revenue in accord with approval annual budgets and re-budgets.
- Prepare agency budgets in accordance with categorical fund restrictions and use, Medicaid Waiver requirements, regulated allowable cost principles as prescribed by PA Department of Human Services (DHS), and local accounting structures for monitoring on concurrent fiscal and calendar year basis.
- Responsible for the preparation of annual contract negotiations with contracted service providers, to include, but not limited to, the analysis of proposed agency budgets, rate setting methodologies and initiative-specific allowable cost standards.
- Responsible for the development and ongoing maintenance of financial data systems for the purpose of monitoring of expenditure rate of contracted service providers and County program operations in accord with categorical budgets. Provide reporting to internal and external customers on a reliable and timely basis for fiscal and County Single Audit purposes, program monitoring and decision making purposes.
- Responsible for the planning, development, implementation and maintenance of grant fund management processes, Medicaid earnings reimbursements and program-specific claims systems supporting complex reporting requirements for compliance with all federal, state and local grantor agencies at various frequencies. This includes the agency's Administrative Oversight responsibility and functionality as prescribed by the DHS, Office of Developmental Programs.
- Maintains effective working professional relationships with internal and external customers to include; but not limited to, agency management, fiscal management team members, direct service staff, County Controller/Treasurer Office support operations, contracted service provider representatives, Bureau of Financial Operations for DHS and internal/independent auditors, and DHS officials.
