POSITION SUMMARY
The Veterans Affairs Liaison Officer is responsible for all external and internal interactions and collaboration on behalf of the department of Veterans Affairs. The Liaison Officer is a fully accredited service officer, the administrator of county burial benefits and also provides administrative support for the department of Veterans Affairs to include reception and scheduling of appointments and answering phones. This position reports directly to the Deputy Director of Veterans Affairs.
ESSENTIAL REQUIREMENTS
- Veteran status
- Possess an advocate’s spirit with the ability to solve complex cases for clients within the scope of existing veterans law
- Three years experience in case management work or any equivalent combination of acceptable training and experience
- Possess critical thinking and writing skills to develop and support the prosecution of written claims and appeals.
- General knowledge of physical and mental medical diagnostic criteria
- Case management, conceptualization and problem solving skills
- Comfortable with highly personal mental, physical, social and occupational information of clients
- Ability to quickly connect to and establish the trust of veterans and surviving spouses
- Travel and work independently and seamlessly using portable computers, office equipment, wifi and government portals. Travel throughout York County, the state of Pennsylvania and to national training sites in Washington DC and Indianapolis, IN.
- Familiarity with county demographics and factors affecting veterans in York County
- Knowledge of functions, organization and operations commonly found in military, governmental, community and social service agencies. Possess knowledge of state, federal and county veterans programs, regulations and policy. Thorough knowledge of clerical practices and procedures commonly employed in administrative or governmental offices.
- Thorough working knowledge of Microsoft Office Suite.
- Work harmoniously with professionals and non-professionals.
- Exhibit patience, tact, and a professional manner when conducting business.
- Possess the ability to evaluate staff and program effectiveness.
- Ability to provide leadership, establish and maintain effective working relationships with staff members, other agencies, institutions and the public.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Obtain accreditation within 120 days of employment through extensive training, study of veterans law and VA processes. Pass federal screening requirements for access to federal portals.
- Develop and process applications for veterans benefits.
- Identify deceased veterans and connect with surviving family; assist in maximizing available benefits.
- Provide means for obtaining military personnel and medical records and discharge documents.
- Provide assistance in obtaining private medical records to support claim development
- Maintain case management files for seamless use by other service officers and support staff
- Communicate benefits available to veterans and surviving family members from other public and private sources and connect them with those sources
- Liaison with local service organizations, charities, non-profit organizations and the YORKVETNETWORK
- Respond to veteran requests for information. Responsible for reception, scheduling appointments and answering the phone.
- Up to 25% local travel. Occasional evening and Saturday hours to support working veterans, advisory boards and special projects as required.
- Process all incoming and outgoing office mail
- Prepare and provide Letters of Support for local organizations upon request.
- Maintain the department of Veterans Affairs website.
- Prepare and submit grant applications for major fund raising efforts supporting the Veterans in Need Fund and special projects as required.
- Record and prepare minutes of advisory board and planning meetings for the department of Veterans Affairs as required.
- Represent the department of Veterans Affairs at meetings, functions, advisory boards and planning sessions as required as required
- Interface with departmental personnel, government agencies/personnel, service organizations, advisory boards, funeral directors and cemeteries.
- Responsible for the processing of county burial benefits per the county code.
- Records and maintains county burial records.
- Updates and maintains veteran burial information in all cemeteries within York County.
- Prepares correspondence, memorandums, reports and statistical material.
- Assembles material for and determines format of cemetery burial listings
- Office management functions, to include maintenance records, files and supplies.
- Coordination with volunteers to distributes flags and flag markers
- Coordinates events and ceremonies with required participation in York County’s Memorial Day and Veterans’ Day events.
