The Payroll, Benefits & Compliance Manager will be responsible for overseeing the administration of multi-state payroll and benefits programs for Covenant Case Management Services. This exempt role ensures compliance with federal and state payroll laws, manages benefit open enrollments, and provides strategic direction in payroll, benefits, and compliance initiatives. The manager will also oversee 401(k) administration, FMLA administration, and workers' compensation claims, while maintaining accurate payroll records and processing related documentation.
What You Will Do | Responsibilities
- Multi-State Payroll Administration:
- Lead the processing of bi-weekly payroll for exempt and non-exempt employees across multiple states, including North Carolina (NC), Texas (TX), and South Carolina (SC), ensuring compliance with relevant payroll laws and federal regulations.
- Oversee payroll processing for 50 employees and manage invoices for 350 contractors, ensuring all payments are processed accurately and on time.
- Maintain accurate payroll records, including hours worked, leave taken, and adjustments for bonuses, garnishments, and levies.
- Develop and manage the annual payroll calendar, including key deadlines for payroll processing and reporting.
- Demonstrate a proven ability to minimize off-cycle checks and streamline payroll processes.
- Benefits Administration:
- Strategically manage employee benefits plans, including health insurance, retirement plans, and other perks, negotiating with executive leadership and the HR Director to select the best plans for the organization.
- Oversee the benefits open enrollment process, including effective communication of benefits options and enrollment procedures to employees.
- Coordinate 401(k) open enrollment and administration, ensuring comprehensive employee education on plan options and contributions.
- Compliance and Auditing:
- Ensure compliance with FMLA regulations, managing documentation and employee communications.
- Conduct regular audits of payroll and employee records to ensure accurate worker classifications and compliance with federal and state regulations, including DOL and other applicable laws.
- Process and track workers' compensation claims, collaborating with insurance providers and employees to ensure timely resolution.
- Prepare and distribute annual W-2 forms and process 1099 invoices, ensuring accuracy and compliance with tax laws.
- Partner with compliance to ensure contractors are within compliance for invoice processing and documentation.
- Support departmental compliance initiatives and ensure adherence to relevant policies and regulations.
- Ongoing Education:
- Commit to ongoing education regarding changing payroll, tax, and employment laws to ensure compliance and best practices.
- Provide training and informational sessions for staff on relevant updates in payroll and benefits regulations.
- Onboarding and Offboarding:
- Oversee a portion of the onboarding process for new employees, ensuring a smooth transition into the organization. For example, direct deposit enrollment, benefit enrollment, tax withholdings, etc.
- Manage the offboarding process for departing employees, ensuring accurate final pay calculations and compliance with applicable laws.
- Payroll Tax Management:
- Calculate payroll taxes, ensuring timely and accurate submission of federal, state, and local tax payments.
- Stay updated on changes in payroll tax regulations and implement necessary adjustments to payroll processes.
- Customer Service and Employee Support:
- Act as the primary point of contact for employees regarding payroll and benefits-related inquiries, providing clear explanations and guidance.
- Develop and maintain informational materials regarding payroll processes and benefit options to enhance employee understanding and engagement.
- Documentation and Record Keeping:
- Maintain accurate and organized records related to payroll, benefits, and compliance documentation.
- Assist in the creation and maintenance of payroll manuals and procedures to streamline processes and ensure consistency.
- Vendor Relationship Management:
- Manage and maintain positive relationships with vendors and brokers, ensuring effective communication and collaboration regarding benefits plans and services.
- Departmental Workflows and HR Projects:
- Assist with and support departmental workflows, policies, and procedures to enhance operational efficiency.
- Take on HR projects as requested by the HR Director, contributing to broader HR initiatives and organizational goals.
- Collaboration and Continuous Improvement:
- Work closely with HR and Finance teams to ensure seamless integration of payroll and benefits functions with overall organizational objectives.
- Identify opportunities for process improvements and efficiencies in payroll and benefits administration.
- Demonstrate a willingness and ability to work within HRIS and proprietary software programs to enhance payroll operations.
What We Are Looking For | Qualifications
- Proven experience in payroll administration, particularly in multi-state environments, with a strong understanding of NC, TX, and SC payroll laws and federal regulations.
- Demonstrated knowledge of benefits administration, including 401(k) plans, FMLA, and workers' compensation claims.
- Strong understanding of payroll tax laws and compliance requirements.
- Excellent customer service skills, with the ability to communicate effectively and clearly explain payroll and benefits information to employees.
- Strong organizational skills and attention to detail, with the ability to manage multiple tasks and deadlines.
- Proven ability to minimize off-cycle checks and manage payroll taxes effectively.
- Proficient in payroll software and Microsoft Office Suite; experience with HRIS systems is a plus.
- Medical billing knowledge is a plus, enhancing the understanding of benefits-related inquiries.
What We Are Looking For | Education & Licenses
- Bachelor’s degree in Human Resources, Finance, Business Administration, or a related field preferred.
- Minimum of 5 years of experience in payroll and benefits administration, preferably in a healthcare or multi-state organization.
