General Position Summary
This position administers the day-to-day operations and strategic planning of all Cowlitz County’s Therapeutic Court Programs to include Adult Felony Drug Court, Family “HOPE” Court, Juvenile “SAFE” Court, and Mental Health Court serving as the main point of contact for all the programs. This position ensures the implementation and adherence to the department’s mission, policies, and procedures. Additionally, this position is responsible for managing each therapeutic court’s operation and team to assure compliance with treatment court best practices, program goals, and judicial directives. The position involves oversight and management of state and federal grants, as well as ongoing program development.

The County:
Essential Duties and Responsibilities
- Supervise and manage the day-to-day operations and events of all Cowlitz County Therapeutic Court Programs as well as collaborate in the short and long term strategic planning for the therapeutic court programs and teams.
- Manage and supervise the work activities of the staff assigned to the therapeutic court programs and team. Provide work assignments and case consultation, establish work priorities for all staff, schedule/approve leave, monitor work performance, and hiring responsibilities. Provides updates to the Court Administrator of employee work performance and other personnel issues.
- Develop, audit, implement program policies and procedures that ensures adherence to program and department’s mission and goals as well as Washington State statutes and rules and overall county policies and procedures.
- Collaborate and coordinate with community partners as this position is the liaison to multiple federal, state, and local departmental government agencies as well as media. Additionally, maintain cooperative relationships with these partnerships and seek out additional resources or partnerships to enhance, fund, and/or sustain the programs.
- Directing and managing the therapeutic court team members, both operational level, planning/policy level, and the Steering Committees of each.
- Establish and oversee program budgets, revenues and expenditures, and program fees in all drug court programs.
- Manages and oversees all aspects of grant funding from operations to fiscal.
- Establishes and maintains funding plan that includes county funding and outside funding sources such as grants.
- Participate and contribute to the Superior Court management team by attending meetings, presenting status reports, identify program problem barriers/areas, and developing solutions and recommendations.
- Oversee, schedule, and prioritize professional development and training of the program staff as well as therapeutic court team members to assist them in staying up to date with legal standards, best practices, and current trends.
- Maintain necessary data and court reports needed to ensure efficient and effective operations as well as data for statistical and/or grant reporting and contractual purposes. Create, audit and oversee some internal monitoring controls for program efficiency.
- Manage, monitor, search out, and/or report on all activities/duties required under the juvenile drug court grant and all other grant applications/requirements and monitors program compliance with RCW Title 13 and the core strategies of juvenile drug court and the juvenile drug court model.
- Identify, develop, and update service goals, program objectives, and responsibilities of therapeutic court employee positions.
- Oversee and initiate program referral processes and monitor program eligibility standards and capacity.
- Perform community outreach work via educational presentations as well as monitor participant compliance with home visits.
- Assists the Superior Court Judges and Court Administrator in other essential responsibilities or special projects to ensure successful growth in all therapeutic court programs.
- Attend and/or schedule necessary conferences, trainings, and meetings as required.
- Perform other duties as assigned, including drug testing collection duties and support other department staff.
- Cross train to provide back up as needed for all other programs and/or team members.
Minimum Qualifications
- Bachelor’s Degree from an accredited institution in criminal justice, law enforcement or in any related social services field.
- Minimum of five (5) years of combined supervisory and direct service provider experience to individuals and/or families with substance abuse issues and/or mental illness. Or a combination of education, training and experience that would ensure the effective execution of the duties of the job. Experience working in a drug court modeled program and/or program coordination in a court or human services environment is highly desirable.
- Successfully pass a background and criminal history check and a polygraph.
- Posses and maintain a valid driver’s license.
- Successfully complete First Aid and CPR training within the first year of employment.
- Must be a person of good character as defined in RCW Title 13.

- Able to provide leadership, motivation, and supervision to subordinate staff. Knowledge of and ability to apply modern supervisory practices and techniques according to department standards and labor contracts. Skilled in conflict resolution.
- Experience establishing and maintaining effective working relationships with service providers, governmental entities, clients, and other community stakeholders.
- Communicate effectively both orally and in writing as well as provide clear and concise instructions and training.
- Ability to multi-task daily activities and determine work priorities. Good organizational skills to maintain records.
- Able to maintain professionalism and control during stressful situations.
- Perform all duties of the position in accordance to Policies and Procedures.
- Able to exercise discretion over sensitive and confidential issues related to the department and its business.
- Ability to analyze, appraise, and assess problematic situations and intervene appropriately.
- Ability to use computer and software applications germane to drug court programs.
- Work well independently as well as in a team environment.
