POSITION: ​​ ICWA Coordinator

DEPARTMENT: ​ Health and Human Services

REPORTS TO: Health and Human Services Director

HOURLY RANGE: ​​ $27.00 - $32.00 (DOE)

JOB SUMMARY
The primary responsibility of this position is to provide all aspects of court advocacy and case management for assigned cases, monitoring clients through service records, community, home and office visits. Assure provisional needs of children in program, including monitoring and facilitating services for medical, educational, emotional/mental health, social and ADA needs. Further, ensure that the child’s basic physical needs are met wherever the child is living, and that no disruptions in services, medication management, or safety come about as a result of changes in placement. Build program foundation in development of policies & procedures, collaboratively identify service priority determinations with internal and external stakeholders and coordinate development of codes and ordinances. The coordinator will maintain statistics, improve services and provide preventive outreach and services aimed at family preservation.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Maintain confidential record keeping system and report forms in accordance with program guidelines; strict confidentiality is to be maintained at all times.
  • Develop policies and procedures and coordinate the implementation of the Indian Child Welfare Act, monitoring ICWA cases and working with Tribal Attorneys to ensure appropriate intervention in ICWA cases.
  • Assist with investigations, with County or other Tribal ICW staff.
  • Make referrals to other agencies and share information if their assistance is needed or desired, in accordance with confidentiality policies and laws.
  • Investigate and complete court reports and recommendations in regard to child custody proceedings, if directed to do so by the Tribal Court.
  • Actively recruit and identify foster care homes and appropriate facilities for placement.
  • Complete Permanency Plan on each child regardless of placement, whether in or out of home, attend and/or conduct an administrative case review in compliance and conformity with the law at a minimum of every six months.
  • Develop and maintain cooperative and professional relationships within Tribal programs and other agencies and programs within the State.
  • Make arrangements with states and county agencies for the financial support of Tribal Children placed in foster or kinship care, keeping other agencies informed of any changes in the child’s status.
  • Keep track of expiration dates on Court Dispositional Orders, complete written review and extension reports for the Tribal Court, and appear in court for hearings to provide oral testimony to supply the court the needed information and recommendations.
  • Keep statistical data on client services, needs and demographics.
  • Conduct family-based assessments in the home and office. Complete extensive written family assessments and dispositional reports, with recommendations, for Tribal Court. Develop and implement case management/permanency plans for each client, based on these assessments.
  • Receive disciplinary, attendance, and grade reports from schools on court ordered clients.
  • Attend program related and all mandatory meetings and participate in training and professional development activities.
  • Support the use of Native American cultural and spiritual activities within the program.
  • Provide coverage for emergencies that arise during non-working hours. Individuals must be available to provide weekend ICW on call coverage on a scheduled basis.
  • Cross-train with other Health and Human Services Staff and other related duties as assigned.
  • Perform some duties outside regular business hours (including but not limited to occasional events, outreach, and emergency victim needs)
  • Coordinates and/or participates in Tribal events including non-profit events.
  • Maintains professional behavior with positive representation of Coyote Valley while on and off the clock.

MINIMUM QUALIFICATIONS

  • An Associate Degree in Psychology or a related field and at least two years of experience in related field, OR
  • High School Diploma/GED and at least 4 years of demonstrable experience, knowledge or education necessary to perform job duties.
  • 40 Hour Tribal Domestic Violence Advocacy Certification (within 9 months of hire date)
  • Advanced Microsoft Office skills, with an ability to quickly become familiar with new programs and software.
  • Must have a valid Driver’s License, insurable, and reliable transportation.

Skills, Knowledge and Abilities

  • Knowledge of administrative principles and methods, including goal setting, program and development and implementation;
  • Knowledge of applicable legal guidelines and standards affecting victim services;
  • Extensive knowledge and experience in conflict resolution;
  • Experience in facilitating virtual meeting platforms.

Language Skills

  • Ability to communicate effectively (both written and orally).

Reasoning Ability

  • Must have the ability to deal effectively and interact well with tribal members and employees.
  • Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner.

The noise level in the work environment is usually low to moderate. Must be able to work in a fast paced environment where a high degree of concentration is necessary to perform the required job duties.

  • Must pass pre-employment drug testing. If required, must pass a background investigation.
