Job Title : Chief Operating Officer (COO)
Location : All Sites - Happiness House, CP Rochester, and Rochester Rehabilitation
Salary : $115,000-$125,000 per year
Employment : Full Time / 12 Month (37.5 hours per week), Monday through Friday during business hours. Evening and weekend work are frequently required as job duties demand.
Summary / Objective : The chief operating officer position provides the leadership, management and vision necessary to ensure that the Agencies have the proper operational controls, administrative and reporting procedures, and people systems in place to effectively operate the Agencies' programs to ensure financial strength and operating efficiency.
Minimum Qualifications :
- Bachelor's Degree in a clinical or health-related field. MS / MA preferred.
- A minimum of five years of successful senior-leadership experience supervising seasoned staff operating multiple programs.
- At least 10 years of professional experience in the provision of health or human services to persons with disabilities.
- Knowledge of regulatory requirements of oversight agencies.
- Valid NYS driver's license.

Imparts agencies' philosophy of 'Equal Opportunity, Independence and Realization of Individual Potential' to children, families, program staff and community contacts.Maintains confidentiality of information relating to individuals and their families in accordance with agency policy.Assures Agencies' compliance with all applicable local, state and federal regulations including HIPAA compliance.Participates as an active member of the administrative Executive Management Group.Motivates and leads high-performing Administrative and Leadership Teams.Leads and manages the day to day operations of programs and services which mirror the mission, vision and core values of Happiness House, CP Rochester, and Rochester Rehabilitation Center and related corporations.Develops and implements a plan for staff supervision and evaluation consistent with agency personnel policy.Works collaboratively with the VP of HR to develop and implement written plans for staff training and development.Works collaboratively with VP of QA to ensure timely responses to agency audits related response measures.Demonstrates positive trends in agency performance against standards and client feedback utilizing data.Develops an understanding of the programs, services and structure of Ability Partner Affiliates.Establishes efficiencies and quality improvements in the operation and leadership of comparable program areas throughout the organization which are consistent with policies as well as with current best practices in the field.Designs and implements a staffing rationale to meet the individuals' needs in program areas.Ongoing assessment of client needs and development of recommended solutions to identified needs.Provides programmatic leadership and input for all strategic planning processes with CEO, CFO, and VP of Strategic Planning Initiatives.Partners with the CEO in representing Happiness House, CP Rochester and Rochester Rehabilitation Center to community governmental leaders and private organizations.Establishes cooperative and collaborative working relationships with internal and external customers.Manages strategies and new projects related to current operations in collaborations with Agency Vice Presidents and the Vice President of Strategic Planning Initiatives.Prepares and submits operations data to the CFO for development of the annual operational budget in collaboration with Vice Presidents and Directors. Works in collaboration with the CFO for review of data and development of the budget for approval by CEO and the Board of Directors.Regularly monitors results compared to projected budget, analyzes discrepancies and adjusts accordingly.Regularly participates in Board meetings and Board committees.Works collaboratively with CEO and CFO through the due diligence, onboarding / affiliation, and ongoing leadership of external agencies who will / may affiliate with Ability Partners.Effectively manages the operations budget. Reports on progress made and challenges encountered to CFO on a routine basis.Reviews and analyzes financial reports and provides advice and recommendations on financial decision making to the CEO and CFO.Participates in fiscal sustainability planning and implementation activities. Ensuring the continued viability of programs and services through sound fiscal management.Adheres to Agencies' policies and procedures.Participates in conferences, workshops, and in-service training to enhance job skills and personal growth and development.Assumes additional duties and responsibilities as requested by the Board of Directors of Happiness House, CP Rochester, Rochester Rehabilitation Center and Ability Partners, Inc.Supervisory Responsibility : This position manages the senior executive operations team and is responsible for the performance management and input regarding hiring of senior-level management.

The listed base pay range is a good faith representation of current potential base pay for successful applicants. It may be modified in the future. Pay is determined by factors including experience, relevant qualifications, internal equity, and location.
