Position Summary

The Energy Market Policy Manager serves as the subject matter expert in energy markets, resource adequacy, and all financial aspects of the ERCOT market. They are a key member of the team that is responsible for monitoring, participating, communicating, reporting, and contributing to the Electric Reliability Council of Texas (ERCOT) stakeholder process on behalf of CPS Energy and advocating for CPS Energy’s interests and positions. Under the guidance of the Manager of Energy Market Policy, provide leadership within CPS Energy by collaborating across business units to develop policy direction on energy market issues. Contributes to the development of protocol and regulatory comments, and legislative bill analysis. Acts as an ERCOT market subject matter expert on internal project teams.

This position mitigates potential impacts to CPS Energy by protecting CPS Energy’s market position at various stakeholder forums.

Tasks and Responsibilities

  • Tracks, analyzes, and engages in wholesale market activities and policy proposals at ERCOT and the Public Utility Commission of Texas (PUCT); communicates to various internal business units with the objective of informing and collecting feedback for use by the EMP unit in developing policy direction and recommendations.
  • Works closely with Energy Supply and Market Operations, Financial Services, Power Generation, and Enterprise Risk Management Solutions departments within CPS Energy to implement policy changes and communicate industry trends.
  • Interacts and participates across multiple business units to ensure new CPS Energy initiatives are consistent with ERCOT and PUCT rules.
  • Participates in internal coordination efforts to vet positions and responses to proposed ERCOT market rule and PUCT regulatory changes.
  • Conducts meetings with affected CPS Energy business units to alert them to new rules and any requirements associated with the rule.
  • Monitors ERCOT committee, working group, and task force meetings as well as PUCT Open Meetings, workshops, projects, and dockets.
  • Participates in the bill analysis efforts during regular legislative session and special sessions.

Minimum Skills

Minimum Knowledge and Abilities

Ability to establish and maintain a positive and professional working relationship with all individuals.
General understanding of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA.
Demonstrated well-developed written and verbal communications skills for interaction within the section, across departmental lines to all levels of personnel, and vertically with management.
A valid Texas driver’s license with a history of safe driving record in accordance with CPS Energy policies, procedures, safety standards and applicable laws and regulations.
Extensive knowledge of ERCOT wholesale pricing mechanisms including those used in Day Ahead, Real Time, and Congestion Revenue Rights markets.
Extensive knowledge of processes, procedures, and methodologies used by ERCOT in wholesale settlements and ERCOT market credit workflows.
General knowledge of resource adequacy concepts and risks as they relate to the ERCOT market, PUC market design efforts, and the general energy transition related to power supply decarbonization.

Preferred Qualifications

  • Master’s Degree from an accredited university in a quantitative field.
  • Relevant experience in an operational, energy marketing/trading, settlement, or regulatory analysis capacity.
  • Extensive knowledge of ERCOT stakeholder and PUCT processes, knowledge of ERCOT Protocols, PUCT substantive rules, and PURA.

Minimum Education

Bachelor’s degree in Economics, Finance, Engineering, Business or related discipline from an accredited college or university.

Required Certifications

Working Environment

Work is performed indoors. Operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings in San Antonio and Austin, training sessions or other business related events.

Physical Demands

Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Operation of a motor vehicle in order to attend business related events.
