ASSISTANT FINANCE OFFICER
Job Description
Position: Assistant Finance Officer
Reports to: Finance Officer
Terms of Employment: 12 month
Pay Grade: ADMIN V
FLSA Status: Exempt
Nature of Work: To oversee purchasing functions, school accounting, and insurance coverage for the Board of Education to include property, automobile, liability, and flood insurance, and assist the finance officer with preparation of the annual budget and audit work files.
Qualifications:
- Bachelor's Degree in Accounting or Business related field, CPA preferred.
- Five years in governmental accounting, with at least 2 years supervisory experience, school finance experience preferred.
- Extensive knowledge of generally accepted accounting principles, governmental accounting standards, state purchasing requirements, spreadsheet programs, and accounting software.
- Preference given for AS400 and K12 GL Software experience.
Essential Functions and Responsibilities:
- Follow all rules, policies, and procedures of Craven County Schools, along with state and federal regulations related to school finance issues.
- Direct supervision of the purchasing assistant, to include keeping abreast of changes in state purchasing policies, and preparation of annual fixed asset accounting spreadsheets required for our records and our annual audit. Preparation of HUB reporting, preparation of RFP documents, and bidding required for Capital and Technology Projects. Assist purchasing assistant with procurement card program, including reconciliation monthly and making changes as needed to school cards and department cards.
- Work with an accountant on training of school bookkeepers and perform annual audits of school accounts. Recommend any changes needed to the finance officer if school audits dictate need for updating procedures. Assist accountant with answering questions regarding use and recording of school funds expenses and bookkeeping practices at the school level.
- Assist the finance officer with preparation of the annual budget, and prepare spreadsheets to assist with analysis of specific program expenditures during the year.
- Assist finance officer with annual independent audit to include preparation of documents or spreadsheets required by our auditors.
- Any additional duties as assigned by the hief Finance Officer.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to create good working relationships with school personnel and central office staff.
- Functional knowledge of computers and all aspects of Microsoft Office programs.
- Ability to comply with confidentiality requirements in local, state, and federal policies and guidelines.
- Ability to coordinate, plan, and meet deadlines, accomplish specific tasks, and meet specific standards of professionalism.
Evaluation: Performance of this job will be evaluated in accordance with provisions of the Board and local policy on evaluation of personnel.
