What are the responsibilities and job description for the Federal Proposal Manager position at Credera?
We are seeking a highly organized Federal Proposal Manager with an entrepreneurial spirit and great executive presence to help grow our Federal practice. The Federal Proposal Manager will work with the capture team, while spearheading the strategy formulation, management, development, and submission of compelling proposals for the Federal Government and continuously improving our capture and proposal processes.
This position requires a strategic thinker with excellent writing skills, attention to detail, and the ability to manage multiple projects in a deadline-driven environment.

You'll work closely with your project team to align on how you balance both the flexibility that we want to provide with the connection of being together to produce amazing results for our clients.

QUALIFICATIONS:
- Minimum 5 to 7 years of recent proposal experience in the Federal sector
- Bachelor's degree from an accredited college/university or equivalent experience
- Proven success in managing and winning complex proposals over $10M, ideally in Government consulting services, marketing, IT, computer program, research, and professional services
- Demonstrated ability leading and winning large ($10M) proposals as Proposal Manager with Federal Advisory clients, coordinating all stages from planning to final submission
- Manage the full lifecycle of Federal proposal development, from identification and initial analysis of RFPs/RFIs to submission, ensuring compliance with requirements and alignment with company strategies
- Collaborate closely with capture, sales, technical, and operational teams to gather the necessary information and insights for high-quality proposals
- Develop and maintain proposal schedules, outlines, and templates to streamline the proposal development process
- Lead proposal kickoff meetings, facilitate ongoing progress meetings, and conduct post-submission debriefs
- Write, edit, and proofread proposal content to ensure clarity, accuracy, and technical competency
- Maintain a repository of proposal templates, past proposals, and key proposal content for future use
- Stay informed about federal and industry trends, competitors, and market demands to ensure our proposals are competitive and compelling
- Ensure proposals are compliant with all internal and external requirements, including legal, contractual, and regulatory standards
- Knowledge of federal, state, education, and local government procurement processes and regulations (e.g., FAR, DFARS)
- APMP certification or similar proposal management certification (CFCM, CPPM, CCM) or equivalent experience is desired
- Federal Capture Team experience is a plus
- Familiarity with government contracting vehicles (GSA schedules, IDIQs, GWACS, Cost/Price Strategy) and color review processes from Shipley Associates
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), familiarity with proposal management tools (e.g., Salesforce, SharePoint), and common Federal capture and procurement tools (SAM.gov, GovTribe, EZGov, GovWin by Deltek)
- Excellent project management skills, with the ability to prioritize and manage multiple tasks under tight deadlines
- Strong written and verbal communication skills, with exceptional attention to detail
- Perceptive, personable, culturally sensitive and demonstrate a high degree of emotional intelligence
- Able to work collaboratively in a matrix organization and manage and nurture varied, senior stakeholder relationships
