SUMMARY Oversees all card processing functions, vendor meetings and project timelines. Ensures that card processing activities are conducted in accordance with established standards and applicable regulations. Assists in the resolution of difficult or sensitive card processing issues. In all duties follows credit union policies and procedures, including but not limited, to Anti-Money Laundering, Bank Secrecy Act, US Patriot Act and Reg E and Reg Z.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Must effectively carry out the essential duties and responsibilities of this position in a manner that consistently demonstrates Solutions mission and core values in a positive manner. Other duties may be assigned.
1. Assumes responsibility for ensuring that professional business relations exist with members, vendors, and trade professionals.
a. Represents the Credit Union in contacts meetings with Visa and BIN management, digital wallets, Co-Op, the core and other vendor or business professionals associated with card processing, plastic production and rewards.
b. Reviews and manages card vendor inventory, billing, and expenses. This includes card production and inventory expense, card fraud and bond claim deductibles and card processing expenses.
2. Assumes responsibility for the effective and efficient completion of credit processing functions.
a. Leads or monitors all card processing projects, conversions, portfolio revisions or software upgrades.
b. Ensures that card processing functions are completed in accordance with established policies, procedures, regulatory and compliance requirements.
c. Researches card problems related to member's accounts and handles inquiries, errors, changes in limits, additions to or deletions of authorized card users, processes appropriate written notices to confirm changes and authorizations.
d. Updates member account files, processes file maintenance requests, such as name/address/phone/email changes, restricts usage, replacement cards following travel notes and card account closures.
e. Reviews, monitors and saves daily and monthly reports for card maintenance and transaction activity, including but not limited to: Adjustments, New Cards Issued, Expired Cards, Reissued cards, Exceptions.
f. Performs regular database maintenance and purges all inactive accounts/files.
g. Assists the Accountant responsible for balancing the card programs and rewards in identifying and researching all outstanding issues.
h. Performs and assists with complex or sensitive card processing functions, online access, or digital wallet issues.
i. Understands STIP (Stand-in Processing) protocols and GCAS (VISA Global Customer Assistance Services) for Emergency Card Replacement & Cash requests.
3. Responsible for support of Visa Consumer Credit Instant Issue programs.
a. Reviews daily reports that include negative accounts with review debit activity, review of transactions for chargeback rights, closed accounts, charged-off accounts and Co-Op reports for new cards and limits review.
b. Instant Issue resource for branch problems. Manages Card Inventory, Supply Ordering, Monitoring and Balancing End of Month.
4. Manages credit card related responsibilities and processes.
a. Administers card programs and notices required for rate changes due to prime rate change or credit score change with a limit increase request.
b. Ensures compliance for branch Visa Cash Advance terminals yearly through PCI Vendor. Acts as contact for equipment issues, upgrades, and supplies.
c. Reviews Credit Balance Report monthly and take action to transfer/refund the balance.
d. Processes rewards credits.
5. Responsible for support of the VISA Consumer Credit Card program.
a. Processes lender approved new credit card account(s) and complete authorized credit limit adjustments.
b. Processes Balance Transfers and Product Transfers when cardholders open new credit card including monitoring the previous account for activity, transferring the balance to the new account, and closing the previous account.
c. Processes ACH payment requests, one-time and recurring, and reviews daily ACH payment report looking for out of norm patterns.
d. Researches member inquiries regarding card and account statements, disputes, interest, rewards, and monetary adjustments and accurately performs transaction maintenance that may include interest or late fee refunds or reward adjustments.
6. Process all (Fraud & Non-Fraud) disputes and chargebacks for Visa Card program cards.
a. Answers member questions regarding chargebacks and disputes that may lead to difficult and direct conversations. Ensures member information and documentation is received and filed.
b. Follows the debit chargeback process, necessary documentation, and time frames for completion.
c. Processes dispute forms in Co-Op Springboard.
d. Review and process daily reports for disputes, credit adjustments and discrepancies in chargeback
Required Knowledge: Operational understanding of all Department functions. Knowledge of credit and debit card processing including Visa rules, rewards, fraud, chargebacks, disclosures, regulations, statements, compliance, digital wallet, BIN, and portfolio management.
Experience Required: Three to five years of experience in card processing or card portfolio management environment or related experience.
