CRESA is seeking a dynamic team player to join our Emergency Management department as the Emergency Management Coordinator. Apply by March 24, 2025.

This position is responsible for planning and implementing programs to mitigate, prepare for, respond to, and recover from emergencies and disasters affecting the City of Vancouver WA, and Clark County WA. This role involves creating emergency preparedness plans and protocols, responding to incidents, and facilitating interagency collaboration within, and for, the City of Vancouver. They engage with various departmental levels, communicate with external partners, and provide public training on emergency preparedness to the greater Vancouver Community. They work with various departments to integrate existing and future city plans, programs and polices into emergency and disaster related mitigation, response and recovery planning. This position also serves as the on duty emergency management duty officer on call with a rotating schedule with other coordinators.

Planning program specific job functions :

  • Coordinating the integration of periodic creation, review, and update of City of Vancouver hazard mitigation, response and recovery plans in county wide plans
  • Providing coordination between the Clark Regional Emergency Operations Center and the City of Vancouver Emergency Operations Center before during and after activations.
  • Coordinate and assist City of Vancouver with the development of a department and employee training program. Conduct training within and for the City of Vancouver in accordance with FEMA Homeland Security Exercise and Evaluation Program.
  • Coordinating and facilitating information exchange between key partners within the city of Vancouver and partners at the county, regional and state level.
  • Coordinating and collecting public messaging information from the City of Vancouver and incorporating into overall CRESA messaging. Participate in public education events and other outreach identified by the City to engage communities and convey emergency preparedness information.
  • Coordinate and assist City of Vancouver with updating City emergency and recovery plans.

Distinguishing Characteristics : The Emergency Management Coordinator is within the Program Coordinator I classification and are distinguished by coordinating or assisting in the coordination of moderate sized programs, with few or no staff reports. The Program Coordinator I works under broad program guidelines and general supervision of the Emergency Management Manager. The Homeland Security Coordinator has additional functional reporting responsibility to assigned regional partners and any governance structure.

Minimum Job Qualifications - Any equivalent combination of education and experience that provides the applicant with the knowledge, skills and ability required to successfully perform the job will be considered.

  • At least one year of emergency preparedness experience.
  • Bachelor's degree in emergency management, business administration, public administration, or a closely related field may substitute for the required experience.
  • Knowledge of the laws and regulations governing emergency management.
  • Knowledge of emergency and / or disaster planning principles and practices.
  • Knowledge of departmental policies and procedures.
  • Skill in managing and coordinating disaster recovery operations.
  • Excellent communication skill both verbal and written.
  • Skill in the use of a computer and related software.
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze information under emergency operating conditions and directing the course of action to be taken.
