POSITION SUMMARY
Manage all research, data analysis, budgeting, and supervisory aspects of National HIV Behavioral Surveillance (NHBS), National Institute of Health (NIH), and other research and intervention programs as assigned. Manage programs, research projects, budgets, services, and staff, including HIV testing, sexually transmitted disease screening and referral to treatment, rapid Hepatitis C testing and care coordination, PrEP (Pre-Exposure Prophylaxis) navigation, and syringe service programming. Oversee and ensure deliverables for CDC, OPH, and other funding sources. Works collaboratively with Prevention Managers to support the New Orleans Syringe Access Project (NOSAP), and venue-based testing/outreach. Integrate CTR into other Prevention and Primary Care programs. Work with other departments to ensure successful linkages to follow-up services. Manage all data collection, analysis, reporting and dissemination for programs for the purpose of improving customer service, obtaining CDC and other governmental and private funding, educating state and city agencies as well as the academic world and general public. Network & liaison with community members and stakeholders. Ensure all reporting and evaluation mechanisms are complied with. Liaison with OPH, CDC, NIH, HRSA, and other NHBS sites throughout the country. Manage NHBS full time staff, temporary staff, masters level interns, and volunteers. Manage all operations of formative research (qualitative ethnographic research) and primary data collection (survey research and biomedical testing). Serve as primary liaison with principal investigators and with CDC, NIH, and other project officers.

KEY RESPONSIBILITIES
- Oversee operations of NHBS, NIH, and other assigned grant management and programming
- Oversee all administration functions including IRB submissions, budget and expense accounting for the multiple studies in Prevention, including NHBS, NIH, and other grants as assigned.
- Oversee data management and deliverables for CDC, NIH, HRSA, and state, including managing uploading of data to funders' web portals.
- Ensure HIV CTR, including Enhanced CTR, rapid Hepatitis C (HCV) and Syphilis Health Check (SHC) tests are properly carried out, including working with LA OPH to coordinate activities and train HIV/HCV counseling staff, PMC providers, and volunteers/interns.
- Supervise all staff; supervisor(s), team leads, interns and volunteers associated with programs.
- Assist in creating and oversee internal, client-level databases for various programs.
- Manage a clincard system or other incentive programs used for various studies.
- Oversee Recruitment, training, and administration of all aspects of volunteer groups, Community Advisory Board (CAB) members, and interns for the research programs.
- Collaborate with department staff and community partners to conduct outreach and testing in venues; promote prevention services, with an emphasis on HIV, HCV, STD testing/treatment, and PrEP access.
- Oversee program evaluation methods. Work with staff to complete all internal/external reporting requirements in timely and professional manner, including OPH and CDC Evaluation Web. Coordinate data collection, analysis and reporting to funders as required.
- Author/draft documents, new articles, research papers, abstracts, SOPS, etc. to engage in communication with other organizations doing IDV/STD prevention AND conference/academic dissemination to ensure a broad base of ideas and technical support is available to the community and document CrescentCare's successes
- Produce or assist in producing grant proposals. Assist budget development and tracking for funded programs'

- Not currently listed as excluded or sanctioned by the Department of Health and Human Services, Office of Inspector General (OIG), the General Services Administration (GSA), or excluded from participation in any federal program. Agrees to promptly notify supervisor in the event of any such debarment, exclusion, conviction, threat or indictment occurring during the term of employment.
- Comply with the Agency’s Compliance Practices, which include reporting conduct or events that potentially violates any laws or the Agency’s written compliance standards. will be met by disciplinary action, up to and including possible termination.

POSITION REQUIREMENTS
- Master's degree in public health, anthropology, sociology, or similar field required
- 5 years' relevant professional experience (public health, non-profit, research) required
- 2 years grant, research, or public health program management and staff supervisory experiences required.
- Experience in ethnographic or survey research required.
- Basic HIV/AIDS and STD knowledge required.
- Experience with qualitative and quantitative data analysis preferred.
- Knowledge of survey design and data analysis software preferred.
- 2 years’ experience directly supervising staff preferred.

- Ability to return communication in a timely manner including same day as necessary.
- Willingness to provide services at community locations.
- Ability to complete tasks in a timely manner.
- Willingness to pick up testing shifts.
- Spanish Language Skills (Preferred)
ESSENTIAL PHYSICAL REQUIREMENTS
- Be able to stand for extended periods of time (3-4 hours) for outreach and community events.
- The ability to lift and carry 25-pound boxes (condom and counseling supplies) for outreach events.
- Ability to climb stairs to do in community venues and social events in urban locations with limited or no ADA compliance services in office-based and community-based settings where climbing several flights of stairs might be necessary.
- May need to lift up to 25 pounds in equipment and supplies.
