Executive Director of PACE

REPORTS TO: Chief Executive Officer, CEO
DIRECT REPORTS: PACE Center Manager, Business Office Manager, Dietary Manager, Intake Team, Quality Manager, and Medical Director
BRIEF SUMMARY OF PURPOSE OF POSITION:
The Executive Director of PACE has the overall responsibility for the planning, implementation and operation of the PACE program which includes the management of clinical, financial, and other supportive aspects of the organization to ensure safe, effective and efficient programs that support the respect and independence of its participants.
QUALIFICATIONS AND SKILLS:
- Bachelor’s degree required, master’s degree preferred in a related field, including, but not limited to, health care administration, business administration, social services, or nursing, or equivalent executive knowledge, skill, and abilities.
- Experienced-based knowledge normally acquired through 3-5 years of work experience in health care and/or long-term managed care, preferably for an at-risk population and in a capitated setting.
- Proven experience necessary in program development, strategic planning, budgetary oversight, organizational development, resource development, and public relations. Good knowledge of contracts, compliance, and risk management.
- Candidate must be comfortable working in a dynamic environment and comfortable working with both direct care staff and administration staff.
- Experience with senior care clinical programs like PACE preferred.
- Must excel in organizational and supervisory skills, with an ability to effectively manage difficult situations, culture, and needs of the socially and ethnically diverse population PACE department serves.
RESPONSIBILITES AND DUTIES:
- Responsible for the oversight and administration of the program, including effective planning, marketing, and implementation of all program operations.
- Directs and supervises the PACE department management team to include but not limited to, the Medical Director, PACE Center Manager, Dietary Manager, Intake Team, Quality Manager, and Business Office Manager.
- Responsible for the development and management of all external community and program relations. Represents the program in the community, state, and nationally and is responsible for assuring positive public relations.
- Responsible for developing a PACE department delivery model specific to the needs of St. Clair and the other counties within the PACE service area.
- Responsible for securing all necessary program funding including Medicare and Medicaid reimbursement, grants and overall program fundraising.
- Responsible for obtaining and maintaining certification under the Centers for Medicare and Medicaid Services (CMS), as well as any other state or federal laws or rules.
- Assures compliance with all state and federal regulations and works with appropriate governmental agencies regarding regulatory requirements or changes.
- Responsible for initiating and implementing strategic planning processes both internally and within the local community.
- Responsible for ensuring adequacy and effectiveness of information systems that support business operations, clinical management, and external linkage with key funders and stakeholders.
- Responsible for overall program quality and effectiveness, including identifying the need for services and innovative ways to provide care, improving efficiency and effectiveness, and responding to participant and community needs.
- Develops and implements written policies and procedures that governs the operations of PACE department and ensures compliance with Sunrise PACE department’s providers and all other applicable regulations.
- Oversees, directs, and supervises PACE department’s key personnel both salaried and contractual.
- Serves as a role model and strong motivational leader within the organization.
- Reviews and approves the appointment, transfer, or termination of all key staff as defined by Michigan Department of Community Health (MDCH). Ensures notification in a timely manner to the State of Michigan when these changes occur.
- Ensures the financial health of the program, including assisting in preparing an annual operating budget for approval by the PACE department Board of Directors, allocating the resources to carry out operational and programmatic activities, reviewing and interpreting monthly financial statements, developing actions to correct areas of concern and develop strategies for the further growth and development of PACE department.
- Establishes and maintains effective communication and emphasizes teamwork throughout the PACE department program. •
- Ensures that there is appropriate care, support, and collaboration with everyone involved in the participant’s care including the participant’s family using the patient-family centered care approach.
- Performs other duties as assigned by Chief Executive Officer.
