Position Title: Manager, Site Development (M2)

Role

This position carries a high level of responsibility managing a District team responsible for obtaining all Small Cell and Fiber design and entitlement deliverables. A successful manager will use cross-functional project teams to provide services to both internal and external customers to meet project timelines on-time and on-budget while also maximizing services revenue when appropriate. Common activities will involve area data identification, collection, analysis, and reporting; along with understanding operational business functions and processes. The manager must be a thought leader, with the proven ability to build relationships, foster trust, and influence jurisdictions.

Responsibilities

  • Manage district Permitting & Engineering teams an vendors in all aspects of fiber and node design, , right of way access agreements, Small Cell entitlements, and municipal permit approvals for Wireless and Fiber Solutions.
  • Schedule and prioritize the workload of the fiber engineering and external vendor resources within an assigned area
  • Establish, monitor, and manage Key Performance Indicators (KPIs) of deliverables and supporting workflows in order to measure operational performance, as well as, identify and assess areas of opportunity for improved process efficiencies and performance
  • Maintain relationships with permit authorities, including municipalities and utilities, and manage all aspects of complying with conditions of approvals pertaining to the installation, operation and maintenance of Crown Castle Small Cell and Fiber assets. Serve as liaison between Crown Castle Project Delivery, Construction, Sales, External Affairs, and Legal groups to obtain, administer and ensure compliance with general conditions of approvals at permit and construction stages of the project, and meet project timelines.
  • Lead the teams on review of authorizations analysis, agreements and review of municipal code, design standards and/or zoning ordinance changes in collaboration . Provide input based on strategic needs of the District to protect Crown Castle’s regulatory rights and ability to install and operate networks in collaboration with Legal. This will include management of Shot Clock compliance.
  • Collaborate with Project Delivery, Design & Construction, and Sales to develop accurate project plans, budgets and quarterly guidance for securing required entitlements. Manage project teams and activities to forecasted financial outcomes.
  • Responsibility for project delivery timeline ensuring disciplined delivery throughout the process to expedite customer’s use of our site while maintaining Crown Castle standards and policies. This includes responsibility for team’s accurate forecasting and reporting.
  • Provide training and supervision for the team and internal functional groups.
  • Develop and execute strategy to deliver quality work product which meets internal and external customer expectations. Measure of success is defined as on-time, code-compliant, permittable, and constructable designs that meet business needs and total cost of ownership threshold.
  • Develop and coach direct employees, as well as ensuring similar opportunities through-out the team. Identify training gaps and create a career path for team members.

Education/Certifications

  • Bachelor’s Degree in Business, Urban Planning, Civil, Construction, Electrical, Engineering or other relevant subject, or equivalent work experience required

Experience/Minimum Requirements

  • Five (5) years proven experience working with a utility, in the wireless industry, at or with a municipality and Planning, Zoning and Land Use or civil engineering background work experience is preferred
  • Experience in Site Acquisition, Site Development, Small Cells and/or Fiber development is helpful.
  • Working knowledge of fiber construction standards (aerial and underground) and wireless node design
  • Experience in presenting and speaking to the public and governmental entities, particularly in formal proceedings is preferred.
  • Knowledge of Federal, State and Local planning, zoning and building codes and regulations affecting Tower and Small Cell site development.
  • Familiarity with requirements for zoning applications and supporting documentation including presentations for neighborhood or public hearings as required by local jurisdictions or as requested by respective property owners.

  • Proficient in general business information systems, including GIS mapping, OSP Insight, QGIS, CAD, Google Earth Pro, MS Excel, MS Project, MS Project, MS Visio, and MS Power Point
  • Excellent organizational skills, the ability to coordinate multiple projects within a fast-paced environment and retain detailed project information.
  • Ability to direct a team by setting goals and priorities to facilitate achievement of Area objectives.
  • Ability to read and understand financial metrics and identify remedies to financial issues
  • Customer service orientation with a strong problem-solving approach
  • A constant example of modeling Crown Castle’s values.

Organizational Relationship

Reports to: District Manager

Title(s) of direct reports (if applicable): Network Permitting Supervisor, Network Permitting Specialist, Network Fiber Engineer, Operations/Permitting Coordinator

Working Conditions:

This role falls into our remote work model working in your assigned office approximately 60% of the time (3 days per week) and where you do your best work 40% (2 days per week). There is an expectation of collaboration with teammates and stakeholders for moments that matter that requires up to 25% travel.

Compensation

The pay range offered for this position is $115,4000 - $158,700 annually. A candidate’s offer is determined by various factors including but not limited to, depth of experience, role-related knowledge and skills, relevant education or training, internal alignment, and work location. Depending on the position offered, the compensation package may also include incentive compensation opportunities in the form of a discretionary annual cash bonus or commissions, and equity incentives. Employees (and their families) are eligible for medical, dental, vision, and basic life insurance. Employees are able to enroll in our company’s 401k plan. Employees will also receive a minimum of 18 days of paid time off each year and 12 paid holidays throughout the calendar year.
