Project Manager Engineering & Permitting (OSP Construction) About the Project Manager Role :
We are seeking an experienced Project Manager to oversee engineering and permitting for Outside Plant (OSP) construction projects in the telecommunications industry. This role requires expertise in managing relationships with Authorities Having Jurisdiction (AHJs) and ensuring compliance with special permitting requirements, including agencies such as the Montana Department of Transportation (MDT) , the Montana Public Service Commission (PSC) , the U.S. Army Corps of Engineers (USACE) Omaha District , and various local county and municipal authorities within Montana. While direct construction management experience is preferred, it is not a requirement.
Key Responsibilities for the Project Manager : Engineering & Permitting Oversight
- Manage and coordinate all aspects of permitting and engineering for OSP construction projects.
- Work closely with state departments, federal agencies, municipalities, and other regulatory bodies to ensure timely permit approvals.
- Develop and maintain a permit tracking system , ensuring compliance with all regulatory and environmental requirements.
- Navigate complex permitting processes, including interstate right-of-way occupancies, environmental assessments, and municipal utility approvals .
- Ensure engineering designs comply with jurisdictional requirements and industry standards.
Project Coordination & Stakeholder Management
Act as the primary liaison between engineering, permitting, and construction teams , ensuring seamless coordination.Maintain relationships with AHJs, utility companies, and subcontractors , resolving conflicts and ensuring project timelines are met.Communicate regularly with internal and external stakeholders to provide project updates and resolve permitting bottlenecks.Collaborate with field teams to support construction activities related to permitting, including field surveys and compliance verification.Compliance & Documentation
Develop permit packages, as-built plans, and compliance reports for submission to regulatory agencies.Ensure adherence to OSHA, DOT, environmental regulations, and local jurisdictional policies .Maintain records of correspondence, applications, approvals, and conditions associated with each permit.Work closely with legal teams to mitigate permitting risks and manage potential delays.Qualifications & Skills for the Project Manager :
5 years of experience in OSP construction, engineering, and permitting within the telecommunications industry.Strong understanding of AHJ coordination, permitting processes, and regulatory compliance in Montana .Ability to review, interpret, and manage construction and engineering plans related to permitting.Strong project management skills , including scheduling, budgeting, and resource coordination .Excellent relationship management and communication skills to interact with regulatory agencies, contractors, and engineering teams .Proficiency in GIS, AutoCAD, and permitting software is a plus.PMP Certification or experience with Lean Construction and Agile Project Management methodologies is a plus.Preferred but Not Required :
Familiarity with OSP construction practices, fiber deployment, trenching, and aerial installations .Experience working in Montana on large-scale telecommunications projects.Experience working with permitting agencies such as the Montana Department of Transportation (MDT) , the Montana Public Service Commission (PSC) , the U.S. Army Corps of Engineers (USACE) Omaha District , and other local city / county jurisdictions.Why Join Us?
