LOCATION
Fort Walker is a United States Army installation located in Caroline County, VA.
Position Summary
The GIS Analyst position provides support to Fort Walker, VA. The candidate will manage SRP/ITAM GIS data for the Army. This will include creating, managing, updating, and editing the geospatial data as needed. The Candidate will conduct fieldwork to ground-truth data and support other SRP functions. This may require working in inclement weather such as heat and humidity, or cold and rain. The candidate will also be responsible for ensuring the GIS data meets all geospatial data standards outlined by the Army.
Required Job Qualifications

The GIS Analyst will engage with Installation Program Managers and staff at all supported bases on a routine basis, including but not limited to reviewing data and providing status updates.
Percentage Of Time 15 Job Duty Category Data Collection Duty/Responsibility
The GIS Analyst will be responsible for the collection and evaluation of existing spatial data from disparate sources. The successful candidate will perform field data collection using GPS, orthorectification of aerial photography, and digitizing features from imagery.

The GIS Analyst will be responsible for monthly reporting requirements.

Required Job Qualifications
- BS/BA degree from an accredited college or university in a relevant field (e.g., geography, cartography, Geographic Information Science, environmental science, etc.).
- At least three years of work experience in a relevant field is required.
- Experience with Geographical Information System and Global Positioning System technologies, and with Microsoft Excel and Access database management.
- Working knowledge and experience with the military and related work experience with the Department of Army, particularly in the Sustainable Range component.
- Knowledge of SDSFIE and other federal GIS data standards.
- Ability to work in inclement weather such as heat and humidity, or cold and rain.
- Must have a valid driver’s license or the ability to obtain a driver’s license by the start date.
- The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position
- MS/MA degree from an accredited college or university in a relevant field (e.g. geography, cartography, Geographic Information Science, environmental science, etc.).
- Experience with creating and distributing informational products.
- Experience providing subject matter expertise to an ACOM, ASCC, and/or a Direct Reporting Unit (DRU) with RCMP-T related tasks as demonstrated in past performance.
- Experience working on public lands with multiple land management and regulatory agencies.
- Demonstrated work experience with land rehabilitation and maintenance.
- Experience with operating All-Terrain Vehicles and light to heavy equipment.
Job Duty Category Geodatabase Management Duty/Responsibility
- data development and data maintenance for all Sustainable Range Program GIS data.
- ensure all data is maintained to SDSFIE standards, metadata meets project requirements and passes Quality Control checks as well as spatial accuracy.
- Provide geospatial analysis and cartographic support to ITAM and Range Operations.
- Gather and create geospatial data and perform geospatial analysis to support Range Modernization.
- Provide SRP GIS support for unit training. Develop, maintain, and update Military Installation Maps (MIMs) with the required geospatial data layers in accordance with MIM Production Guidance Documentation (MPGD) to support mission requirements.
- Develop, update, manage, report, and maintain the DAMO-TRS (SRP) proponent SDSFIE Army Adaptation geospatial data layers in accordance with the DAMO-TRS SRP geospatial Data Development Strategy, the SRP geospatial data Quality Assurance Plans (QAPs), and the SDSFIE Army Adaptation.
- Conduct field surveys and measurements as needed to support data and SRP field operations. (6) Provide general SRP Program GIS management including GIS-related software updates/requirements, hardware replacement/requirements, supplies, imagery acquisition requirements, and travel/training needs for SRP GIS staff.
- Build and maintain SRP Geospatial Data in support of Army Strategy—includes development, maintenance, upgrade, reporting, and QA corrections for all SRP proponent data layers in compliance with Army Strategy and Command Geospatial.
- Develop, update, and manage SRP Proponent Geospatial data layers to support Range Operations, Range Modernization, and ITAM. Includes development to achieve SRP Geospatial Data Strategy standards, RCMP mapping requirements, and range charrettes, and Military Installation Map (MIM).
