Grant Finance Assistant for CT Lab Schools Investments Initiative (LSII)

CT State Colleges and Universities (CSC)

The Lab Schools Investments Initiative supports current early childhood educators in Connecticut and helps recruit the next generation of professionals.This initiative is a federally-funded, four-year, $8.1 million project engaging early childhood lab schools at public and private higher education institutions.LSII is a collaboration of the CT Office of Early Childhood and the CT State Colleges and Universities (CSCU)that uses American Rescue Plan Act (ARPA) funds to sustain and support Connecticut’s lab schools, the ECE workforce pipeline, and high-quality early childhood programming statewide.

Anticipated Start Date : April 2025

Position Summary : Provides primary fiscal support for System Office grants, including assistance with financial analysis and assisting with development, implementation, monitoring and reporting functions to ensure accurate and consistent recording and reporting of budget and fiscal reports. Responsible for assisting with the preparation of and fiscal reports for specific grants, assisting with preparation of financial data and student data, and working with college, university, employer and other grant partner finance personnel to provide technical assistance and resolve issues related to budgets and planning. Assists with data gathering for analysis and reconciliation, as required.

Example of Job Duties : Under the direction of the Grant Project Director, the Grant Finance Assistant is responsible for providing primary fiscal support througheffective performance in these essential duties :

  • Assists with the gathering of data, as required, for the filing of quarterly fiscal and programmatic reports with federal funding agencies (e.g., US Department of Labor, US Department of Education).
  • Analyzes reports and back-up documentation from grant partners to ensure accuracy and completeness; works with grant partners, as needed, to supplement information collected or resolve any issues; compiles quarterly reports for Project Director.
  • Helps prepare internal monthly budget status reports from Banner in Excel and pdf format to maintain up-to-date information regarding grant spending by budget line item and individual partner.
  • Serves as budget assistant contact for internal and external grant partners.
  • Assists with the development of other financial reports and summaries of financial data, as required.
  • Maintains accurate year-to-date budget information regarding the overall grant; monitors transfer invoices to ensure payment has been made and tracked.
  • Works with CSCU System Office staff to ensure that drawdowns are completed.
  • Monitors individual partner Memoranda of Understanding, Subrecipient Agreements and / or Contracts to ensure spending is consistent with requirements and deliverables.
  • Performs other related duties which do not alter the basic level of responsibility of the position.

    Requirements

    Minimum Qualifications : Two (2) years of experience in a business-related field with some experience in reporting, compliance, and / or deliverable / outcome tracking.

    Incumbents are required to have demonstrated advanced knowledge and abilities in the following :

  • Knowledge of basic bookkeeping, accounting and financial record-keeping procedures; financial terminology and coding; statements and budget preparation.Alternate experience may also be considered.
  • Proficiency in computer and associated software is essential, including Excel.
  • Demonstrated experience in working with minimal supervision.
  • Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent interpersonal oral and written communication skillsalong with strongInformation technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).

    Preferred Qualifications :

  • Bachelor’s degree in accounting, finance, business administration or related area.
  • Experience in higher education and / or government budgeting.
  • These qualifications may be waived for individuals with appropriate alternate experience.
