Job Goals:
- To provide excellent transportation services to ensure safe delivery of students to and from Cullman County schools and school-related events and activities.
- To assist supervisors and school system administrators in the diagnosis, prevention, and correction of transportation problems or unsafe conditions.
- To assist with the effective management of school system vehicles, fiscal and material resources, and transportation personnel.
- To assist the Superintendent and Board members in carrying out their responsibilities.
Minimum Qualifications:
- Valid Alabama certificate in administration or educational leadership.
- Possess and maintains a valid Alabama school bus driver certificate and commercial driver’s license (CDL). Must be obtained within the first year of employment.
- Possess a broad and general background of office procedures, practices, and supervision.
- Ability to meet suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457.
- Excellent organization, verbal and written communication, and public relations.
- Knowledgeable in federal, state, and local law and policy and procedures related to transportation and attendance.
- Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups.
- Ability to manage, supervise and evaluate assigned personnel.
- Ability to plan, organize, supervise, and evaluate all programs related to the effective operation of school system transportation systems.
- Ability to utilize transportation, routing, GPS tracking software, and other applicable technology.
- Knowledge of budget preparation and record keeping.
- Physical strength, mobility, dexterity, stamina, and acuity to perform job responsibilities.
- Ability and willingness to work after hours, weekends or holidays when necessary.
- Ability to be punctual and in regular attendance.
- Such alternatives to the above qualifications as the Board may require.
Performance Responsibilities and Essential Functions:
- Demonstrates support for the school system and its vision, goals, and priorities.
- Monitors buses and observes routes during the school year to ensure drivers are following county and state policies and procedures.
- Establishes and maintains school bus routes and stops that adhere to the SDE, LEA, and Department of Public Safety guidelines and instructions to ensure student safety.
- Recruits, screens, and assists with the selection, training, and orientation of all transportation personnel.
- Assists principals and drivers in the development of procedures for loading and unloading of buses; establishes routes and time schedules; monitors loads; continually assesses the need for change and the discipline of students related to bus problems.
- Ensures that all school system vehicles meet all local, state, and federal requirements and supervises maintenance and repairs.
- Ensures that all buses and system vehicles are safe and dependable.
- Secures insurance for all County owned vehicles and maintains an up-to-date listing of all vehicles owned by the Cullman County Board of Education.
- Participates in the development of all transportation vehicle specifications for bids.
- Assumes the responsibility for fiscal management and inventory control for transportation services and operations.
- Coordinates with the Special Education department regarding Transportation needs for students.
- Accurately prepares and submits all monthly and annual school bus reports.
- Recommends to the Superintendent vehicle needs in terms of retiring used vehicles and purchasing replacements and additional vehicles.
- Work as needed with students, teachers, and parents in the matter of safety awareness; plans, monitors, and evaluates transportation safety plans, evacuation drills, and security equipment training.
- Investigates all accidents involving Cullman County Board of Education vehicles and subsequent claims and reports resulting from accidents.
- Works with the Alabama State Department of Education in the training and certification of school bus drivers.
- Assumes responsibility and supervises the drug testing program for the Cullman County Board of Education.
- Views digital or recorded evidence to help monitor both student and driver behavior.
- Maintains digital images and recorded evidence collected by video cameras on school buses.
- Collaborates with school administrators, administrative personnel, and/or SDE or other transportation professionals on task forces, problem-solving and/or planning teams to improve transportation services.
- Maintains bus route descriptions and maps in routing software and an efficient routing system for pupil transportation.
- Prepares and supervises budgets for the department.
- Monitors and reports all weather conditions and emergency-related issues/problems to the Superintendent.
- Evaluates road conditions during inclement weather and emergency situations and reports related issues/problems to the Superintendent.
- Serves as a key point of contact between the Cullman County Board of Education and the Cullman County Emergency Management Agency (EMA), including attending required EMA meetings.
- Serves on school system committees, task forces, and representatives groups as required.
- Engages in professional growth, ongoing training, and demonstrates professional ethics and effective leadership.
- Maintains confidentiality regarding school/workplace matters in accordance with state and federal law.
- Demonstrates initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility.
- Responds to inquiries, requests, constructive feedback, concerns, and/or complaints in a timely and positive manner.
- Evaluates assigned personnel according to Board policies and procedures and provides documentation of employee performance issues, makes recommendations for improvements, and recommends training or professional development as needed.
- Maintains and submits required reports, records, and correspondence in a timely and accurate manner.
- Properly uses and cares for tools, equipment and material resources of the school system and effectively supervises and monitors others in the care, maintenance, and use of tools, equipment, and inventory.
- Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local laws.
- Reports absences and takes leave in accordance with Board policies and procedures.
- Performs any other job-related duties as assigned by Supervisor(s).
Terms of Employment/Salary: As established by the Board and applicable state law.
Evaluation: Performance will be evaluated in accordance with the Board’s policy on evaluation of personnel.
