Job Title : Program OfficerSalary : $52,000.00 - $114,000.00Location : WASHINGTON, DC 20036 US (Primary)Job Type : Full-timeEducation : Bachelor's DegreeTravel : Up to 25%Job Description Primary Objective / Position SummaryThe Program Officer (PO) will backstop USAID Bureau of Humanitarian Assistance (BHA) Food for Peace (FFP) programming in Zimbabwe and Madagascar. Responsibilities include providing administrative and technical support to field staff, monitoring and evaluating field project activities and results, and start up and close out support.General Responsibilities The PO will be responsible for a wide range of functions, including but not limited to : Providing process management, home office support, and finalization of quarterly and annual reports, annual work plan narrative, and other technical and programmatic deliverables as needed.Leading technical and budgetary sub-partner award management and coordination, ensuring compliance with technical and contractual deliverables.Supporting recruitment and contracting of personnel and consultants including administrative and technical support such as developing Scopes of Work for consultants and JDs for personnel.Management of implementation tracker and leadership of check in meetings.Mentorship and guidance of backstopping staff with potential for supervisory role.Short term travel to the field to support implementation, especially during program start up (Includes travel to remote, hard-to-reach areas) to conduct program site visits, assist in field office work efforts, activity start-up and closeout support, conduct general evaluation of program progress and information collection.Ensuring compliance with USAID / BHA rules and regulations; drafting of USAID memos and approval requests in coordination with the Awards and Compliance Unit.Supporting monitoring and evaluation of program activities and reviewing and finalizing M&E deliverables as needed.Supporting coordination of strategic relationships with donors, implementing partners, and other stakeholders, as required.Monitoring project spending, including through management of the budget tracker and regular tracking of projections.Maintaining electronic filing system of all program documentation, stakeholder contacts, and key deliverables.Coordination of field travel for long-term and short-term staff, processing procurements, and payments.Supporting commodity tracking, Call Forwarding process, and preparing reimbursement requests.Supporting the Communications Department by ensuring production and updating of high-quality project communication content.Monitoring projects to ensure programmatic, contractual, and financial compliance in collaboration with the Finance and Operations and Compliance Departments, as well as achievement of project deliverables and impact.Performing a variety of other related duties as required.Job Requirements EducationBachelor’s Degree in a relevant field (Business, agricultural economics, international relations) required; a Master’s Degree is strongly preferred.ExperienceA minimum of 2 years of experience backstopping complex international economic development programs is required.Knowledge, Skills, or AbilitiesExperience managing USAID awards of sizeable value desired with BHA experience strongly preferred.Experience managing USAID cooperative agreements or contracts of sizeable value is strongly preferred.Working proficiency in French required.Experience with the Graduation Approach a plus.Demonstrated experience leading report writing and technical deliverables required.Demonstrated strong interpersonal skills, and clear, concise written communication skills required.Strong budgeting and analytical capacity is expected.Outstanding organizational skills with a high level of attention to detail.Ability to maintain composure and flexibility under tight deadlines and competing priorities.Ability to engage with organizations and individuals from various cross-cultural contexts.Highly skilled in coordination and project management.Ability to travel for 2-3 weeks at a time, with the potential to be in remote locations.Current US work authorization required.CNFA IS PROUD TO BE AN EQUAL OPPORTUNITY EMPLOYERIt is the policy of CNFA to provide equal employment opportunity to all persons, regardless of age, race, religion, color, national origin, gender identity, genetic information, sex, sexual orientation, political affiliation, marital status, non-disqualifying physical or mental disability, membership or non-membership in an employee organization, veteran status, or on the basis of personal favoritism or other non-merit factors, except where otherwise provided by law.REASONABLE ACCOMMODATION & CONTACT INFORMATIONCNFA provides a reasonable accommodation to qualified individuals with disabilities.
