Examples of Duties
- Determines daily route using map systems, drives to locations being appraised, and performs data collection/inspection for use in appraising property; measures and sketches property improvements, and structures; determines interior and physical characteristics for use in appraising property
- Uses accepted methods, procedures, and schedules to estimate market values of land and improvements
- Work involves, but is not limited to review of building permits, interpretation of plats, maps and surveys
- Completes property record in department mobile device or on property record cards and property transliteration sheets in a legible manner for review when submitted to data entry for input, verifies data and approves value
- Transfers collected field data and applies proper codes directly into the digital computer record or on paper data sheets to be used by data entry staff; calculates square footage using mathematical formulas
- Interprets technical language and specifications obtained from blueprints, contractors, engineers, architects, fee appraisers and other sources to assess property and improvements
- Researches and obtains information from automated data base, building plans, property records, soils data, zoning, physical location, sale data
- Uses sales comparison, cost and income approaches to value and determines property values
- Provides information, and answers questions from property owners, and the general public regarding appraisal process and valuation, program requirements, and other program related issues
- Conducts informal and formal property appeals with taxpayers and/or their representatives. Prepares and presents cases of appealed property appraisals to the Board of Equalization and Review and Property Tax Commission
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in accounting, business, economics, public administration, or related field and one (1) year of experience in real property appraisal, real estate, or a related field; or an equivalent combination of education and experience.
Management Preference: Experience in Residential Real Property Appraisal.
Trainee Appointment: Trainee appointments will be considered for applicants possessing less than the minimum qualifications. A lower salary would be offered based on the applicant's related training and experience. Trainee progression plans may last for a period up to two years.
Additional Requirements:
Certification by the N.C. Department of Revenue as a Real Property Appraiser which includes completion of IAAO Course 101 and Fundamentals of Property Tax Listing and Assessing within 24 months of appointment is required.
Knowledge, Skills and Abilities
- Knowledge of the North Carolina Machinery Act and of the County's policies and procedures governing the appraisal and valuation of real property
- Knowledge of current construction costs and materials, current property values, and future real estate and property issues
- Knowledge of the geographic and socioeconomic layout of the County
- Knowledge of the organization and functions of County government, particularly the functions and procedures of the Tax Department
- Knowledge of the application of information technology to property appraisal and records maintenance
- Ability to read and interpret land descriptions, tax maps, subdivision plats, etc. and to sketch construction projects
- Ability to accurately use measurement devices necessitated by work assignments and to make computations accurately based on fair market value and the value schedules
- Ability to use computers, calculators, fax machines, cameras and other equipment utilized in property appraisal and recordkeeping
- Ability to communicate effectively in oral and written forms to interpret and explain policies and procedures and to deal with the public courteously and tactfully
- Ability to coordinate and work effectively in appeals and controversial tax evaluation situations
- Ability to develop and maintain effective working relationships with County officials, attorneys, realtors, contractors, builders, property owners, and the general public

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
