As the selected candidate, you will oversee administrative operations in financial management, monitor expenditures, and optimize program revenues for federal grant programs within the Community Development Department. Operating under the direct supervision of the Director, this essential role significantly contributes to the county's mission of community improvement.
- Coordinate and oversee the program activities identified in the federal reporting systems
- Manage the administrative operations and all necessary financial reports to include federal cash transaction reports, integrated disbursement information system (IDIS), line of credit control system (LOCCS) vouchers monthly, and financial reports of the consolidated annual performance and evaluation report (CAPER)
- Analyze financial reports to determine trends and irregularities
- Review posting of all allocations and revenues in county financial automated accounting system
- Review and present financial and programmatic data for use in management decisions
- Prepare financial data and conduct statistical analysis in order to develop annual projections and forecasting; develop and monitor annual budgets
- Review and maintain community development financial records information required in annual reports required by the federal government
- Manage and oversee the departmental process for Integrated Disbursement Information System (IDIS)
- Coordinate the planning and oversee the contract development of community development programs and projects
- Review budgets and financial records for sub-grantees to ensure effective administration of entitlement and competitive grants
- Assist in the development and review of program and departmental policies and procedures
Graduation from an accredited four-year college or university with a major/ in accounting or business administration and four (4) years of governmental accounting experience; or an equivalent combination of education and experience.
Management Preference:
Demonstrated knowledge of governmental accounting and grants management, and experience with community development or similar programs.

- Knowledge of fiscal theory, techniques, practices, and procedures for administering Community Development programs
- Knowledge in generally acceptable accounting principles, federal, local and state regulation
- Knowledge of supervisory practices, training; management and performance evaluation
- Ability and skills to independently identify and pursue strategic areas of fiscal and operational interest for evaluation of the programs administered in Community Development
- Ability to manage complex work situations and implement response based on interpretation of federal regulations
- Ability to compile, prepare, and perform analysis for evaluating the efficiency and effectiveness of departmental procedures, operations and programs
- Develop and maintain professional working relationships with intra – and interdepartmental personnel and external organizations with which this position interacts
