The primary purpose is to ensure that children who receive care at the department of public health receive the best care for normal growth, development, and health maintenance. This position serves to manage, consult, develop, execute and evaluate plans that impact the health of each child who receives services.
EXAMPLE OF DUTIES
Duties for this position include, but are not limited to: Coordinates the work assignments and oversees the quality of Child Health Clinic services.Provide oversite and delegation of work assigned to the staff (PHN II, PHN I, Medical Office Assistant ) in being compliant with clinical policies, procedures, and Child Health Contract Addenda in the provision of services.Assure that quality child health care is provided and that the required quality assurance and improvement audits are conducted of Child Health Clinic Services.Assist in collecting, compiling, and performing analysis of Child Health Clinic data.Coordinates and participates in establishing reviewing, revising, and implementing clinical policies and procedures, especially as an outcome of the quality assurance audit. Assist in reviews and consults with legal advisors to assure that policies and procedures adhere to legal and regulatory statutes, and to ethical standards of nursing practice.Assess plans and evaluates the child health clinical component of public health services.Integrate public health concepts, public health programs, nursing theory, nursing practices, and general medicine into clinical services.Serves as a child health consultant for other service providers such as Maternity Care Coordinators, Child Service Coordinators, School Health Team, Head Start, etc.Assist with giving guidance and direction to the development of the child health education curriculum to be used in the clinic.Orient new public health nurses and monitors their progress during professional development.Serves as a liaison between the health department and Regional Child Health Nurse Consultant.Organize the logistical requirements for community outreach of child health clinic services.Provides an overview of clinic services, serves as the preceptor to student nurses and other professionals.Monitor the Childhood Lead Screening Program.Conduct triage of parents who call or present to clinic.Conduct patient interviews and determines their health status and needs.Assist the medical provider with examinations and treatments.Obtain vital signs, height and weight measurements.Conduct the hearing and vision exams.Give instructions to patients for special procedures such as, Environmental Health lead investigation, Sickle Cell Anemia Screening and Screening and Counseling etc.Serve as a liaison between the patient and other service providers such as, Foreign Language Interpreter, Child Service Coordinator, medical providers, child development specialists, Children’s Developmental Services Agency, Nutritionist, hospital staff, etc.Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.

Considerable knowledge of and skill applications of nursing theory, practices, principles, and techniques employed in the field of public health, child health and related programs. General knowledge of and ability to apply the principles and practices of public health including epidemiology and law.Working knowledge of current social and economic problems relating to public health.Working knowledge of available resources and organizations. Ability to deal tactfully with others and to exercise good judgment in appraising situations and in making decisions.Ability to secure the cooperation of clients to elicit needed information and to maintain effective working relationships.Ability to record accurately services rendered and to interpret and explain records, reports and medical instructions. Requires the ability to plan, coordinate, and supervise the work of others. Must be competent in the ability to triage. Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.
