Required : Doctorate of Jurisprudence; Licensed Attorney in Good Standing with the Tennessee Bar Association
Position Summary : Performs all necessary research and administers all activities related to compliance with various regulatory programs and requirements of Cumberland Connect such as CPNI, CVAA, and CALEA. Performs activities related to various contracts and corporate governance activities for CEMC and Cumberland Connect and assists with CEMC compliance.
Essential Duties and Responsibilities :
1. Observes CEMC safety rules, procedures, safety policies, and bulletins.
2. Maintains confidentiality of all records and information.
3. Participates in the development, drafting, modification, legal compliance, and record keeping of Cumberland Connect / CEMC policies, bulletins, and terms and conditions.
4. Administrates and is responsible for all necessary activities to ensure compliance with Customer Proprietary Network Information rules and regulations and oversees the CPNI compliance program.
5. Administrates and is responsible for all necessary activities to ensure compliance with Communications and Video Accessibility Act rules and regulations and oversees the CVAA compliance program.
6. Administrates and is responsible for all necessary activities to ensure compliance with Communications Assistance for Law Enforcement Act (CALEA) rules and regulations.
7. Facilitates the verification and processing of CEMC and Cumberland Connect Subpoenas.
8. Performs requested legal research of laws and regulations related to the business of Cumberland Connect and provide legal assessment and opinions, to include guidance on procurement.
9. Assists Compliance Manager as needed in multiple areas and programs related to Compliance of the Cooperative such as PCI compliance, RUS contract compliance, TVA pole attachment compliance, FACTA compliance program.
10. Serves as a back - up to Compliance Administrator and is to be proficient with the records management software and familiar with and proficient in all aspects of the Records Management Program.

Software Used :
Microsoft Office 365 suite, NISC suite (ABS / CIS / DocVault and cloud applications), contract management software.
Education Degrees, Certificates, Licenses, and / or Training : Exceptional favorable experience may be considered for a portion of the education requirements.
Required : Doctorate of Jurisprudence; Licensed Attorney in Good Standing with the Tennessee Bar Association
Valid Tennessee Driver's License.
Preferred : Studies concentrated in Business Law or Administration.
Experience, Knowledge, Skills, and Abilities : Exceptional favorable education may be considered for a portion of the experience requirements
Required : Minimum of one year experience in regulatory compliance / legal management / legal compliance, or similar related experience, preferably in the telecommunications / utility industry.
Working knowledge of contract analysis, including the ability to review and identify potential risks and assess their impact.
Working knowledge of applicable software and equipment, to include business practices associated with contract management software.
Ability to communicate, both verbally and in writing, in a helpful and positive manner and maintain a professional working relationship with all Cooperative employees.
Ability to organize and prioritize work, manage time effectively, and work independently in a team environment.
Working knowledge of human resource practices and procedures and labor relations.
Working knowledge of accounting and finance practices and procedures.
Ability to handle highly confidential information with the utmost judgment and discretion.
Ability to recognize problem areas quickly and resolve them with least possible delay.
Ability to make decisions in the best interest of CEMC and Cumberland Connect regardless of the circumstances.
Ability to make calculations and analyses and develop and implement policies and programs independently.
Ability to meet people easily and communicate effectively (both written and verbal).
Ability to work with staff members at all levels, to include ability to speak, make presentations, and train personnel.
Preferred : Advanced knowledge in telecommunications law, the FCC, and regulatory compliance.
Advanced knowledge in business law and proven record of legal research coupled with application of law to fact.
