Position Overview:

The Program Director provides direction, supervision and oversight for assistance programs and staff, ensuring high quality, trauma-informed social service provision through a leadership that empowers and learns from participants, staff, and partners.

Duties and Responsibilities:

Program Development and Oversight

  • Direct and oversee assistance programs, ensuring client-centered, trauma-informed, equitable care that supports participants’ progress.
  • Support the Supervisor & Deputy Supervisor in the long range program planning.
  • Direct Program Development in alignment with organizational plans and priorities.
  • Oversee assistance policies, procedures, execution and reporting.
  • Supervise Program Managers and Program Support staff, acting as de facto manager for programs in the absence of managers.
  • Provide Social Work Supervision and coaching for case managers in all aspects of program delivery, including screening and intakes, determining care plans, executing and troubleshooting cases, and supporting successful program exits.
  • Serve as a mandated reporter for suspected child abuse, elder abuse, and abuse of adults with disabilities.
  • Identify employee training and professional development needs and resources.
  • Grow and refine assistance programs through continuous program improvement - responding to input and appeals, tracking program outcomes, leading program evaluation, and actively seeking and integrating input from all parties.
  • Support Leadership Team in drafting and managing annual assistance budget.
  • Produce programmatic grant reports, with support from Program Associate.
  • Represent CTSO before public bodies and committees, as assigned.
  • Other duties as assigned.

Human Resources Responsibilities

  • Provide daily oversight of assigned staff, approving time off and payroll.
  • Support assistance team meetings, leading as needed.
  • Support Leadership Team in Program hiring, onboarding, annual evaluation, and offboarding process.
  • Act as a Field Instructor of Social Work Student Interns, as needed.

Required:

  • Licensure in Illinois as a Social Worker (LSW, LCSW), Professional Counselor (LPC, LCPC), or equivalent human services licensure – or ability to have licensure within one year.
  • Master’s Degree in Psychology, Counseling, Social Work, or human services field, or commensurate work experience.
  • 4 years of professional experience in the field.
  • 2 years supervision experience.
  • Ability to provide direction and support to participants and case managers addressing trauma, homelessness, suicide, substance abuse, mental health, and other complex behavioral health and life circumstance conditions.
  • Administrative, policy, and communication skills.
  • Program development and evaluation experience.
  • Case management experience.
  • Commitment to economic, race, and gender equity, and demonstrated proficiency in working with people of all economic, racial, and gender identities.
  • Passion for working to end homelessness.
  • Trauma-informed approach to care.
  • Office technology skills: word processing, spreadsheets, databases.
  • Strong collaborator and team builder.
  • Planner who anticipates challenges and takes initiative to solve problems.
  • Strong work ethic and results-oriented approach.
  • Highly organized and efficient, with attention to detail.
  • Flexibility and adaptability to change and growth.
  • Ability to prioritize tasks and handle multiple projects at once.
  • Ability to adapt to changing environments and new technologies.
  • Ability to hold client information in strict confidence.
  • Ability to establish and maintain an effective working relationship with the Supervisor, team members, partners, and members of the public.
  • Valid Driver’s License and ability to travel off-site as needed.

Preferred, but not required:

  • Experience in the public benefit application process, including, but not limited to: General Assistance, SSI/SSDI, Social Security Retirement, SNAP, Medicaid/Medicare, and TANF.
  • Grants development and financial management experience.
  • Experience in training and education.
  • Fluency in Spanish and/or French.

Work Environment:

  • Monday - Friday, 35 hours per week.
  • Work performed in-office and on location with participants (this is not a remote position).
