The ideal candidate will have a hands-on approach, experience managing field and office personnel, and a solid understanding of HR best practices in the construction sector.
Key Responsibilities
- Develop and execute recruiting strategies to attract skilled labor, project managers, and office personnel.
- Source candidates through job boards, industry networks, career fairs, and employee referrals.
- Conduct screenings, interviews, and background checks to ensure the best fit for each role.
- Manage the onboarding process, including new hire orientations and compliance training.
- Serve as a point of contact for employee concerns and provide guidance on HR policies.
- Ensure compliance with federal, state, and local labor laws (e.g., FLSA, EEO, OSHA, DOT).
- Conduct workplace investigations and provide recommendations for resolution.
- Manage employee records, HRIS data entry, and reporting.
- Administer benefits programs including health insurance, 401(k) and leave policies.
- Support payroll processing by ensuring accurate employee data entry.
- Coordinate safety and compliance training in partnership with the safety team.
- Identify and implement professional development programs for employees.
- Assist with apprenticeship and workforce development initiatives.
- Lead initiatives to improve employee engagement and retention.
- 5 years of HR experience in heavy highway or civil construction.
- Strong recruiting experience with a focus on skilled trades, field personnel, and management.
- Knowledge of construction labor laws, VDOT regulations,
- Proficiency in HRIS systems, Microsoft Office Suite, and applicant tracking systems (ATS).
- Excellent communication, problem-solving, and organizational skills.
- Ability to work in a fast-paced environment with multiple priorities.
- PHR/SPHR or SHRM-CP/SCP certification preferred.
