Key Responsibilities:
- Serve as a liaison between Client and project stakeholders, facilitating requirements gathering and strategy development.
- Provide expert facilitation and elicitation for developing strategies, requirements, and future enhancements.
- Participate in project meetings, providing input on current activities, needs, and objectives.
- Prepare and facilitate discussions with stakeholders to capture requirements, priorities, and outcomes.
- Document session outcomes in notes, specification documents, or user stories.
- Support compliance with Client policies and practices, helping navigate constraints and enablers.
- Engage in various related work requests and contribute to the overall activities of the Business Analyst team.
- Conduct business process reviews, gap fit analysis, and requirements refinement for in-flight projects.
- Assist in the development and management of user stories on Agile projects.
- Work with senior management to determine strategy, develop roadmaps, and resolve opposing positions.
- Evaluate, document, and inform management of impacts and risks related to applications, enhancements, and changes in processes.
- Mentor other staff and provide technical support for new technologies and systems integration.
Required Skills, Experiences, Education, and Competencies:
- Minimum of 16 years of general Business Analyst experience.
- At least 7 years of experience conducting business process reviews, requirements elicitation, and documentation.
- At least 5 years of experience developing and managing user stories on Agile development projects.
- At least 2 years of experience working with senior management to facilitate discussions and develop strategies.
- Minimum of 2 years supporting the development of or compliance with statements of work or other work agreements/contracts.
- Minimum of 2 years working on projects developing or implementing IT solutions for public use.
- Minimum of 1 year working on IT infrastructure projects and with programs governed by state and/or federal regulations.
- .NET code, C#, Angular experience highly desired (2-3 years).
- Some knowledge of SQL.
- Experience with business process reengineering and identifying new applications of technology.
- Proficiency in business process mapping, functional and technical specifications, and reporting and data warehousing support.
- Ability to document and provide knowledge transfer to teams and prepare RFPs.
