The Community Youth Center of San Francisco (CYC) provides the youth of our city a sense of belonging and vital tools and experiences to succeed in life. Our services include academic support and college counseling, job placement and employment training, substance use and violence prevention education, crisis intervention and mediation, leadership development, technology and computer training. Our mission is to encourage a diverse population of high-need young people to explore their full potential through academic, career, family, and community life.

Title:                    Program Manager (OST Programs)
Salary:                $78,000 - $85,000 annually
Reports to:       Program Director
Status:               Full-Time, Exempt                     

The Program Manager plays a pivotal leadership role in overseeing the development, implementation, and continuous improvement of out-of-school time (OST) programs across multiple schools and program sites. The PM is responsible for ensuring programs align with organizational and program goals, meet compliance standards, and foster a positive, safe, and engaging environment for youth, families, and stakeholders.

KEY RESPONSIBILITIES
Program Development and Management
  • Develop new and strengthen existing out-of-school time (OST) programs across multiple schools and program sites.
  • Develop systems and structures to support site coordinators in managing site-specific operations which include but are not limited to curriculum development, program outcomes, funder compliance, safety protocols and staff management.
  • Collaborate with school principals, academic liaisons, and staff to align OST programming with organization, school and district goals.
  • Lead focus groups, data and evaluation, and strategic planning initiatives for OST programs.
  • Observe and assess program sites regularly to identify program gaps, areas for improvement and provide targeted support to strengthen program quality and staff performance.

Staff Supervision and Professional Development
  • Lead the hiring process for out-of-school time program staff, including screening, interviewing, and onboarding new hires.
  • Provide supervision, coaching, performance management, and conflict resolution to foster a positive team culture.
  • Design and facilitate professional development sessions, using CYC’s Water Guide and youth development framework.

Community Engagement and Partnerships
  • Serve as the primary liaison with school leaders, community partners, and external consultants to coordinate resources and enhance program offerings.
  • Maintain regular communication with stakeholders, including parents, principals, and community partners, to share updates and gather feedback.
  • Participate in and represent the organization at community events, fundraisers, and partnership meetings.

Administrative and Operations
  • Manage contracts, grants reporting, site budgets, and ensure adherence to funder and organization financial protocols.
  • Oversee data collection and reporting for funder databases to ensure timely and accurate documentation.
  • Develop systems and maintain organized records for tracking staff schedules, payroll, safety drills,  staff training, participant information, program data and compliance documentation.
  • Other duties as assigned by supervisor and management.

Qualifications:
  • Bachelor’s degree in Education, Social Work, or a related field required; a Master’s degree is preferred.
  • Minimum of 5 years of experience in program management, youth development, or OST programming, with at least 3 years in a leadership or supervisory role.
  • Demonstrated experience in staff supervision, coaching, and performance management, including hiring and onboarding processes.
  • Experience working with diverse populations, including students with special needs, and collaborating with school leadership, community partners, and families.
  • Excellent verbal and written communication skills, with the ability to build positive relationships with students, staff, parents, school leaders, and community partners.
  • Exceptional time management and organizational abilities to balance multiple priorities, meet deadlines, and manage budgets.
  • Experience with data management and reporting systems, as well as proficiency in Microsoft Office and Google Workspace.
  • Deep understanding of youth development principles and a commitment to fostering a positive and inclusive learning environment aligned with organizational values.
  • Commitment to our organization's mission, with a passion for developing both our staff and our programs to create lasting positive impact in our community.
  • Ability to lift or move at least 25lbs.
  • Commitment to taking regular Covid-19 health tests as required by program health and safety guidelines and/or current health directives.
