Description

Under the direct supervision of the Chief Financial Officer (CFO), the Operations Payroll Specialist is responsible for accurate and efficient processing and coordination of payroll for the Operations Department, specifically focusing on bus operators and related staff. This role involves maintaining timekeeping records coordination payroll process in compliance with the Collective Bargaining Agreement (CBA), and collaborating with the Operations Department to align payroll with CBA required items such as spread penalties, guaranteed minimum hours, and incentive bonuses. 

Additionally, the position will work closely with the Payroll Specialist to ensure consistency, accuracy, and compliance across all payroll activities for the organization. It also requires proficiency with or the ability to learn operational scheduling software, such as Optibus, as well as the payroll system, Paycom, and a thorough understanding of union rules and regulations. This position works under the guidance and direction of the CFO and in close coordination with the Payroll Specialist, the Operations Department, and Human Resources.  The salary range for this role is $89,000 - $92,000.

Responsibilities/Essential Functions:

  • Administers and oversees the compilation of payroll for the Operations Department, ensuring compliance with scheduling complexities such as spread penalties, guaranteed minimum hours, and shift differentials outlined in the CBA.
  • Coordinates with Operations staff to process payroll data for bus operators, including quarterly incentive bonuses, and overtime calculations.
  • Maintains attendance and leave tracking in coordination with Human Resources
  • Collaborates with the Payroll Specialist to synchronize payroll processes, share insights, and resolve discrepancies, maintaining consistent and accurate records.
  • Supports the Payroll Specialist in maintaining payroll compliance with union regulations and organizational policies for operations
  • Serves as the primary payroll liaison for union-related payroll inquiries, ensuring adherence to CBA provisions, including spread penalties, night differentials, and holiday pay.
  • Maintains and updates records related to operator scheduling and timekeeping, leveraging tools like Optibus, or similar scheduling platforms.
  • Conducts audits of timekeeping data to ensure accuracy, particularly for compliance with union regulations and operational policies
  • Addresses payroll discrepancies related to scheduling and work assignments, resolving issues in partnership with the Payroll Specialist, Operations, and Finance teams.
  • Collects, analyzes, and reports on key performance indicators and identify inefficiencies in coordination with the Financial Analyst and Operations management.
  • Facilitates training for Operations Department staff on payroll procedures and software features, ensuring accurate reporting and compliance.
  • Performs other related duties and tasks as assigned.

Qualifications


Knowledge, Skills and Abilities:

  • Strong knowledge and understanding of payroll life cycle and best practices.
  • Proficiency or willingness to learn operations scheduling software, such as Optibus.
  • Extensive knowledge and experience with employee scheduling rules, and timekeeping systems and processes.
  • Advanced proficiency in Microsoft Office Software (Word, Excel, Outlook, and PowerPoint)  
  • Familiarity with the CBA provisions affecting payroll, such as shift penalties, guaranteed hours, and bonus structures.
  • Advanced proficiency with payroll and HRIS systems and software (Paycom preferred)
  • Basic understanding of FMLA and general accrued leave policies and procedures.  
  • Ability to interpret and enforce company policies and procedures.
  • Ability to interpret and enforce payroll policies, procedures, and best practices.
  • Ability to interpret and apply Collective Bargaining Agreement terms and conditions.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Exceptional customer service and customer relations skills.

Education and Experience:

  • A Bachelor’s Degree from an accredited college or university with major coursework in Business Administration, Finance, Accounting, Human Resources, or a related field required.
  • Minimum of 3 years of payroll experience, ideally in a transportation or unionized environment.
  • Experience interpreting and enforcing employment laws and regulations highly preferred.
  • Experience in a union environment highly preferred.
  • Professional extensive experience using a variety of computer software applications, including proficiency in Microsoft office Excel and general accounting tools.
  • Experience working in public or commercial transportation services preferred.
  • Relevant certification or training in Certified Payroll Professional (CPP) certification preferred.
  • Any combination of education and experience equivalent to graduation from an accredited college or University with a bachelor’s degree or higher.
